PART 2 : PRODUCTS AND SERVICES BOUGHT BY MAJOR MILITARY PURCHASING OFFICES This part deals with the major purchasing offices; it consists of two sections. Pages 24 to 51 list the major military purchasing offices of the Army, Navy, Air Force, and Defense Logistics Agency (DLA). The accompanying description summarizes the procurement responsibilities of each of these offices. This list will help you determine which major purchasing offices offer sales opportunities for your firm. The telephone numbers are those of the small business specialists. The second section of this part (pages 52 to 63) lists the products and services purchased by the major military purchasing offices. It will be easier to locate sales opportunities for specific items from this list. These items are listed in the numerical sequence of their FSC codes. Once you have located the product or service in which you are interested, note the alphanumeric designators that appear after it. These designators refer back to the major purchasing offices. For example, look at the classification "FSC 1560 Airframe Components, A-3, D-3" in the listings of products and services. After this classification appear "A-3 and D-3." By turning to the list of major purchasing offices and locating these designators, you will find that Airframe Components are purchased by U.S. Army Aviation and Missile Command, Redstone Arsenal, AL and Defense Supply Center, Richmond, VA. For each product or service, the FSC list refers to the major buying offices. Other offices may also buy the listed items, but less frequently. You may form your own opinion on the basis of the brief descriptions furnished for each of the major purchasing offices listed. If your product or service can be acquired under the simplified acquisition procedures, you should ensure that those potential buyers geographically closest to you are aware of your desire to supply their needs. A geographical listing of all military purchasing offices is contained in the booklet entitled Small Business Specialists. Suppose, for example, that your product is used by data processing groups. Table 2 (on page 12) sends you to FSC group 70. The listing suggests "General Purchase" for all the subcodes of group 70. This means that contracts for ADP equipment and support are awarded not only by major buying offices but by others, too. Your marketing effort should, therefore, focus not only on the major offices, but on all offices conveniently located to you; you can find a geographic listing of purchase offices in Small Business Specialists. Information on this book can be found at Appendix A-2 in the back of this publication.
Services tend to be acquired locally. You should look in the listing arranged by FSC codes, showing the major buying offices that make significant amounts of awards for each category of service. But, for most services, you should arrange to get on the appropriate SMLs of the DoD buying offices in your region. Remember, you are not selling your product! You are letting the Government's buyer know about you. The Government will not usually be able to respond immediately. It may be as much as a year after you express your interest before you routinely receive solicitations.

Materials Directorate explores new materials and processes for advanced aerospace applications. Its current focus is on thermal protection materials, metallic and nonmetallic structural materials, aerospace propulsion materials, fluids and lubricants, electromagnetic and electronic materials and laser hardened materials. Manufacturing Technology Directorate focuses on process technologies and integrated manufacturing. This directorate is responsible for a new initiative which integrates design and manufacturing technologies to stimulate a new focus on design for producibility, design for quality, and design for life cycle costs. Key elements of this concurrent engineering involve development of advanced tools in computer aided design and computer aided manufacturing for analyses of design for weapon performance and low cost manufacturing. Plans and Programs Directorate is made up of cockpit integration, which involves research to advance the state of the art crew systems technologies for all classes of aerospace vehicles; and signature technology, which includes planning, formulating, and executing USAF exploratory and advanced development programs for vehicle signature reduction technology and counter low observable technology. Armament Directorate develops conventional armament technology and integrates these technologies into air vehicle platforms and other delivery platforms. AF Development Test Center (AFDTC/BC) 205 West D Ave, Stuite 449 Eglin AFB, FL 32542-6863 (904)882-2843 AFDTC plans, directs, and conducts the test and evaluation of nonnuclear munitions, electronic combat, and navigation/guidance systems. Related ASC System Program Offices (SPOs) are also located here and supported by AFDTC/BC. To accomplish this mission, AFDTC manages the large land test ranges that are located on the 724 square mile Eglin complex as well as the 86,500 square miles of water ranges located in the adjacent Gulf of Mexico. Major tests on or above AFDTC's ranges cover aircraft systems, subsystems, missiles, guns, rockets, targets and drones, high-powered radar, and electronic countermeasures equipment. AFDTC's unique assets include the Guided Weapons Evaluation Facility (GWEF), the Preflight Integration of Munitions and Electronic Systems (PRIMES),and the McKinley Climatic Laboratory, a facility capable of testing military hardware as large as aircraft in environments ranging from minus 65 to plus 165 degrees Fahrenheit with 100 mph winds, icing clouds, rain, and snow. AFDTC also is responsible for the 46th Test Group at Holloman AFB NM, with its high speed test track, two radar target scatter measurement facilities, and the Central Inertial Guidance Test Facility (CIGTF).
