NBCI Grant and Cooperative Agreement Programs

Since launching its Federal financial assistance (Grants and Cooperative Agreements) programs in 1990, NBCI has funded over 210 projects for a total of over $2,750,000 plus an added $100,000 in related NBCI customer workshops and staff development activities through 1998.

NBCI's specific Facilitation Grant and Cooperative Agreement Program was formalized in 1992 for the purpose of supporting information, education, and communications programs. The Postdoctoral Fellowship Grant and Cooperative Agreement Program was formalized in 1994 and funded systematics work of critical importance to biological control program. The Implementation Grant and Cooperative Agreement Program began in 1996 and provided assistance for partnerships with State agencies that transfer and implement biological control programs.

  • Facilitation Grant and Cooperative Agreement Program - Closed on March 26, 1999

    The NBCI Facilitation Grant and Cooperative Agreement Program offers Federal financial assistance to cooperators to facilitate information, education, or communications needs of the biological control community. Generally, funding available under this program will be allocated to proposals under $5,000.

    Implementation Grant and Cooperative Agreement Program - Closed on March 12, 1999

    The NBCI Implementation Grant and Cooperative Agreement Program offers Federal financial assistance for groups to form partnerships to increase and improve biological control implementation. Generally, funding available under this program will be allocated to proposals under $15,000.

    Postdoctoral Program in Systematics - Closed on April 09, 1999

    The NBCI Post-Doctoral Fellowship Grant and Cooperative Agreement Program is specific to Systematics and offers federal financial assistance for studies in Systematics of organisms of critical importance to the biological control of agricultural pests. This program offers grants of generally up to $40,000 each and funds permitting may be extended by NBCI for up to $35,000 for a second year.

    Financial assistance provided by NBCI through its three Small Grant and Cooperative Agreement Programs have gone to fund projects usually placed into one of several topical categories of importance to biological control, including:

    1. General Facilitation and Implementation Projects (65 projects funded to date)
    2. Education and Information Projects (29 projects funded to date)
    3. Monitoring, Evaluations, and Economics Projects (19 projects funded to date)
    4. Post-Doctoral Fellowships in Systematics (13 projects funded to date)

    Program: "Program Security and Sustainability/Ecosystem Conservation"

    National Fish and Wildlife Foundation (NFWF)

    Program: "Challenge Grant Program"
    Organizational Status: Private, Non-Profit Organization established by the U.S. Congress.

    Program Description: "The NFWF…is…dedicated to the conservation of natural resources – fish, wildlife, and plants. Among its goals are species habitat protection, environmental education, public policy development, natural resources management, habitat and ecosystem rehabilitation and restoration, and leadership training for conservation professionals. It meets these goals by forging partnerships between the public and private sectors and by supporting conservation activities that pinpoint and solve root causes of environmental problems. …The Foundation invests in the best possible solutions to these problems by awarding challenge grants using its Federally appropriated funds to match private sector funds."

    Program: "Pest Management Alternatives Program (PMAP)"
    Organizational Status: Federal Agency

    Program Description: The 1999 Pest Management Alternatives Program (PMAP) Request for Proposals (RFP) was published in the Federal Register on March 30, 1999. The RFP invites interested applicants to submit proposals that address anticipated changes in the pest management of food, feed, livestock, and ornamental commodities resulting from implementation of the Food Quality Protection Act (FQPA) of 1996. The goals of this program are to: (1) develop and demonstrate alternatives and possible mitigation strategies to ensure that producers have reliable methods of managing pests; and (2) develop crop profiles that summarize production practices, pesticide use/usage data, and available pest management alternatives for pesticides considered a high priority for tolerance reassessment under FQPA. PMAP was established to support the development and implementation of pest management alternatives when regulatory action by the Environmental Protection Agency (EPA) or voluntary cancellation by the registrant results in the unavailability of certain agricultural pesticides or pesticide uses. These activities pertain to pesticides identified for possible regulatory action under FQPA. This competitive grants program supports efforts to modify existing pest management approaches or develop new methods that address needs created by the implementation of FQPA. The program also addresses the need for collection of information for regulatory decision making and for prioritization of research and education needs.

    Grant Amount: The amount available for support of this program in fiscal year 1999 is approximately $1,500,000. It is anticipated that EPA will also provide support to the program.

Successful proposals typically include economic analysis and outreach components. The program also funds education and demonstration projects, including the development of farmer-to-farmer networks." Note: SARE's Agriculture in Concert with the Environment (ACE) Grants program is administered under SARE's Research and Education program. "ACE funds research and education projects that find and expand ways to prevent agriculture-related resources degradation.     Program Description: "The SBIR program … makes grants that are competitively awarded to qualified small businesses for the purpose of supporting high quality research proposals containing advanced concepts related to important scientific problems and opportunities in agriculture that could lead to significant public benefit if the research is successful. …Objectives of the SBIR Program are to stimulate technological innovations in the private sector, strengthen the role of small businesses in meeting Federal research and development needs, increase private sector commercialization of innovations derived from USDA-supported research and development efforts, and foster and encourage participation by women-owned and socially and economically disadvantaged small business firms in technological innovations".

    Program: "Sustainable development Challenge Grant (SDCG) Program"

    Program Description: "The SDCG program provides an opportunity to develop place-based approaches to problem solving that can be replicated in other communities. Approaches should address problems related to current patterns of growth and public investment/disinvestment that accelerate loss of open space and wetlands, fragment habitat, and increase consumption of fossil fuels for energy and transportation. These grants are intended to encourage communities to recognize and build upon the fundamental connection between environmental protection, economic prosperity and community well-being." Also, "....these grants are intended to: catalyze community-based projects to promote environmentally and economically sustainable development; build partnerships which increase a community's capacity to take steps that will ensure the long-term health of ecosystems and humans, economic vitality, and community well being; and leverage public and private investments to enhance environmental quality by enabling sustainable community efforts to continue beyond the period of EPA funding."
    Other Information: "The SDCP Grant Program strongly encourages partnering among community members, business and government entities to work cooperatively to develop flexible, locally-oriented approaches that link place-based environmental management and quality of life activities with sustainable development and revitalization."
    Eligible Recipients: "(1) Incorporated non-profit (or not-for profit) private agencies, institution and organizations, and (2) public (state, county, regional or local) agencies, institutions and organizations, including those of Native Americans (American Indians and Alaskan Native Villages). While state agencies are eligible they are encouraged to work in partnership with community groups to strengthen their proposals. Federal agencies are not eligible for funding, however, they are also encouraged to work in partnership with state and local agencies on these projects."
    Grant Amount: "Applicants may compete for funding from EPA in two ranges ....(1) requesting $50,000 or less, and (2) requesting between $50,001 and $200,000. Proposals will compete with other proposals in the same range...."
    NOTE: "Applicants in each category are required to provide a minimum 20% match from non-federal funding sources."
