The Bureau of Educational and Cultural Affairs administers a broad range of international exchange programs authorized by the Fulbright-Hays Act (the Mutual Educational and Cultural Exchange Act of 1961). Programs include the Fulbright Program for American and foreign students, scholars and teachers, and related academic exchange programs; the International Visitor Program, which brings potential leaders from other countries to the United States to consult with their counterparts and for a broader exposure to American society and values; and the Citizen Exchange Program, which provides grant support to the exchange programs of American educational, cultural and non-profit organizations. The Bureau is required by its enabling legislation to reflect the diversity of the American people and its society and thought in its programs, and actively seeks the involvement of participants in its programs that will support achieving this mandate.
