Forum on Water Quality Trading - A detailed agenda and registration
form for the National Forum on Water Quality Trading to be held in Chicago
on July 22 and 23, 2003 is now available (Office

Tribal Video available for viewing on the web - "Our Water
Our Future: Saving Our Tribal Life Force Together." This video
documents the successful protection of water quality on Native American
reservations.
- New Tribal Water
Quality Standards Web Site Launched - The Office of Science
and Technology (OST) is the EPA body responsible for developing
sound, scientifically defensible standards, criteria, advisories,
guidelines, limitations and standards guidelines under the Clean
Water Act and the Safe Drinking Water Act. OST is working with the
Indian Tribes, EPA Regions, other federal agencies, tribal organizations,
state agencies and others to protect the health and the environment
of the waters of Indian Country.
- Robust Summaries
and Test Plans - The N,N-dimethyloctanamide
EPA comments and the 2-Propenamide,
N-(1,1,3,3-tetramethylbutyl)- public comments on the robust summaries
and test plans are now available for review. EPA is posting submissions
to EPA related to the High
Production Volume (HPV) Challenge Program for the purposes of making
them more easily accessible to the public and inviting public comment
on them.
- EPA Awards
$2 Million to Seven States for New Brownfields Job Training Grants in
Ten Communities - In its ongoing efforts to promote economic revitalization
and safeguard the environment and public health, EPA Administrator Christie
Whitman today announced the awarding of its first Brownfields Job Training
grants under the new Small Business Liability Relief and Brownfields
Revitalization Act of 2002 (Brownfields
Cleanup and Redevelopment Program).

- Proposal for
Implementing the 8-Hour Ozone Standard - In a key step toward protecting
the American public from ground-level ozone pollution, EPA has proposed
a rule that outlines steps certain polluted areas would have to take
to meet the national health-based 8-hour ozone standard. EPA issued
the 8-hour ozone standard in 1997; however, litigation delayed implementation
of this important health protection for several years. This proposal
marks the last step the courts required EPA to take in order to implement
this standard (Office
of Air and Radiation: AIRLinks).

and Implementation of a Mercury Lamp Recycling Outreach Program
- In FY 2002 Congress appropriated funds to the Environmental Protection
Agency (EPA) for the development and implementation of a lamp (light
bulb) recycling outreach program to increase awareness of proper disposal
methods among commercial and industrial users of mercury-containing
lamps, in compliance with the Universal Waste Rule (Office
of Solid Waste).
- New FERA Site - The TTNWeb
Fate, Exposure, and Risk Analysis (FERA) site has been added and is
now open to the public. The tools found on this website, which include
EPA's Total Risk Integrated Methodology, will assist with the Environmental
Protection Agency’s efforts to evaluate the health risks and environmental
effects associated with exposure to “criteria” (six common
air pollutants including ozone and particles) and toxic air pollutants
(Technology Transfer Network).
- National
Arbor Day Foundation Honors EPA's Brownfields Program for its Restoration
and Preservation Efforts - In recognition of its environmental restoration
and preservation efforts, EPA's Brownfields program has received a 2003
National Arbor Day Foundation Project Award. The Foundation is a national,
million-member, nonprofit educational organization dedicated to tree
planting and environmental stewardship (Brownfields
Cleanup and Redevelopment Program).

Technology Capsule: Evaluation of Soil Amendment Technologies at
the Crooksville/Roseville Pottery Area of Concern STAR Organics
Soil Rescue [EPA/540/R-99/501a] - Abstract.
Star Organics, L.L.C., of Dallas, Texas (Star Organics), has developed
Soil Rescue to treat soil contaminated with metals. Star Organics
claims that Soil Rescue forms metal complexes that immobilize toxic
metals, thereby reducing the risk to human health and the environment.

an in situ application of the technology during a demonstration

Tribal Conference on Environmental Management; Notice of Proposal Solicitation
- EPA is requesting proposals from federally recognized Indian tribes
or intertribal consortia to co-sponsor the 7th National Tribal Conference
on Environmental Management (NTCEM). The Tribal Conference will provide
an opportunity for tribal leaders, tribal environmental managers, tribal
organizations, federal agencies, and other interested entities/persons
to share information about tribal environmental programs and discuss
issues of vital interest to Indian country. Proposals must be received

and Department of Justice Announce Major Clean Air Act Settlement
with Alcoa, Inc. - Alcoa will spend an estimated $330 million
to install a new coal-fired power plant with state-of-the-art pollution
controls to eliminate over 90 percent of sulfur dioxide and nitrogen
oxide emissions from the company's Rockdale, Texas aluminum production
facility.
- Federal,
Multi-state Deal Secures Significant Air Pollution Reductions from
Industrial Giant Archer Daniels Midland - The Department of
Justice and the Environmental Protection Agency today announced
a landmark Clean Air Act settlement with grain industry giant Archer
Daniels Midland Company (ADM), which will cover operations at 52
plants in 16 states and cost the company an estimated $340 million.
As part of the settlement, ADM will spend $6.3 million on supplemental
environmental projects, much of which will be spent on retrofitting
diesel engines in school buses.
- U.S.
Announces Largest Clean Air Act Settlement with Utility - The
Department of Justice and the Environmental Protection Agency today
announced the largest Clean Air Act enforcement settlement with
a power utility. Virginia Electric Power Co. has agreed to spend
$1.2 billion between now and 2013 to eliminate 237,000 tons of sulfur
dioxide (SO2) and nitrogen oxides (NOx) emissions each year from
eight coal-fired electricity generating plants in Virginia and West
Virginia.
- 2003 Stratospheric
Ozone Protection Awards - EPA announces the 2003 Stratospheric Ozone
Protection Award winners. Information

- Wisconsin
Electric Power Company (WEPCO) Clean Air Act Civil Settlement
- EPA and the Department of Justice on April 29, 2003 announced
a major Clean Air Act settlement with Wisconsin Electric Power Company
(WEPCO), a/k/a We Energies, a subsidiary of Wisconsin Energy Corporation,
for violations of the New Source Review requirements at several
of its coal-fired power plants. Under the settlement, WEPCO will
spend $600 million between now and 2013 to install new state-of-the-art
pollution controls to comply with current emission limits or shut
down the units, undertake environmentally beneficially projects
to reduce mercury at coal power plants, and pay a civil penalty
of $3.2 million.

Enforcement Discretion Letter For Georgia's Low Sulfur/Low RVP Fuel
Program - EPA has extended the period of enforcement discretion
until midnight on September 15, 2003 or until EPA's approval of
Georgia's pending SIP revision request, whichever comes first. Any
party requiring such discretion needs to contact EPA no later than
Friday, August 1, 2003, as indicated in the revised enforcement

Water Quality Criteria For Dissolved Oxygen, Water Clarity and Chlorophyll
a for Chesapeake Bay and its Tidal Tributaries - The EPA has
identified and described five habitats (or designated uses) that
provide the context in which EPA Region III derived adequately protective
Chesapeake Bay water quality criteria for dissolved oxygen, water
clarity and chlorophyll. Collectively, the three water quality conditions
provide the best and most direct measures of the effects of too
much nutrient and sediment pollution on the Bay's aquatic living
resources: fish, crabs, oysters, their prey species and underwater
bay grasses. These criteria are being developed as part of a larger
effort to restore Chesapeake Bay water quality.

Nutrient and Biological Criteria Development Request for Proposals
and Applications - EPA seeks to award financial assistance to
States, Tribal governments, universities, and other eligible agencies
under the authority of Section 104(b)(3) of the Clean Water Act
to support eutrophication research within various ecoregions and

California Pilot Study Area (NCPSA) - The Northern California Pilot
Study Area (NCPSA) is a contiguous tract of land located in the mountainous
and coastal areas of the northwestern portion of the State of California
and southernmost Oregon along all but the easternmost extent of the
California-Oregon border. This site presents data about the Northern
California study area using GIS generated maps (i.e., vegetation data,
land cover data). There's a project abstract, data downloads, and an

- Preliminary
Risk Assessment on PFOA Released - On April 14, 2003, Stephen
L. Johnson, Assistant Administrator for Prevention, Pesticides,
and Toxic Substances, signed a Notice for publication in the Federal
Register on perfluorooctanoic acid (PFOA) and fluorinated telomers.
With this Notice, EPA is releasing a preliminary risk assessment
on PFOA, and is starting a public process to identify and generate
additional information to strengthen the risk assessment. Comments
on the Notice and notification by persons who wish to be considered
interested parties for the purpose of the ECA negotiations will
be on or before May 16, 2003.

- Clean
Air Act Settlement - A Clean Air Act Settlement was reached by EPA,
the Department of Justice, and five states with Virginia Electric and
Power Company (VEPCO) on April 17, 2003 for violations of the Clean
Air Act's Coal-Fired Power Plant requirements. Under the settlement,
VEPCO agreed to spend $1.2 billion between now and 2013 to eliminate
237,000 tons of sulfur dioxide and nitrogen oxides emissions each year
from eight coal power plants. VEPCO also agreed to pay a $5.3 million
civil penalty and to spend at least $13.9 million for projects in the
five states that participated in the case and its settlement to offset
the impact of past emissions (Office
of Enforcement and Compliance Assurance).

Confidence Reports - ECCRWriter & CCRiWriter page has been updated
to include a link to the CCRiWriter website. EPA has designed these
software applications to help water suppliers quickly create their consumer
confidence reports. They take users through all the sections of a CCR,
convert lab results into "CCR units" and allow users to insert
and edit EPA's recommended text (Office
of Ground Water and Drinking Water).
- Toxicological
Review Of 2-Methylnaphthalene [And IRIS Summary] (External Review Draft)
- The U.S. EPA is hereby providing for public information a draft Toxicological
Review, draft IRIS Summary, and charge to external peer reviewers for
EPA's health assessment of 2-methylnaphthalene. These documents are
provided for public viewing during an external scientific peer review
period. While EPA is not soliciting public comments by this action,
any scientific views received on the content of the Toxicological Review
or IRIS Summary prior to May 19, 2003 will be considered in subsequent
drafts (National Center for
Environmental Assessment).

- AirData Reports and Maps
- Two air pollutants, PM2.5 (particulate matter smaller than 2.5 micrometers)
and 8-hour average ozone concentrations, have been added to AirData
reports and maps. In addition, five more years of data are available
(11 years), and more descriptive information about air monitors (Office
of Air Quality Planning and Standards).
- Coal
Combustion Waste Minefill Site Visits - From September 2001 to October
2002, EPA conducted visits to nine States to collect information regarding
the regulation of coal combustion waste (CCW) minefill management practices
within those States. The CCW Minefill Management Practices Discussion
Guide developed by EPA was used as a guide during the visits. A completed
version of the Discussion Guide is attached to each state report, available
in Adobe Acrobat (PDF)
format (Office
of Solid Waste).

of Scientific Counselors (BOSC) Search - The process of identifying
possible new members for the Office of Research and Development’s
Board of Scientific Counselors (BOSC) has begun. We would appreciate

Recognizes Organizations for Outstanding Contributions to the Environment
- On April 15th, EPA Administrator Christie Whitman presented ENERGY STAR
Partner of the Year Awards to 39 businesses and organizations for their
outstanding contribution to reducing greenhouse gas emissions through
energy efficiency. Last year alone, Americans, with the help of ENERGY STAR,
saved enough energy to power 15 million homes and reduce the greenhouse
gas emissions equivalent to that of 14 million cars (Office
of Air and Radiation).

of Water Infrastructure Forum - from the Closing the Gap: Innovative
Solutions for America's Water Infrastructure Forum, January 31,
2003. The emerging theme from the forum was that Federal, State and
local governments and the private sector, working with the public should
extend their efforts in supporting the necessary water infrastructure.
This infrastructure is critical for protecting public health and the
environment, and maintaining local and national economies (Office
of Water).

Pipeline Company to pay a $34 million civil penalty, the largest
paid by a company in EPA history, in settlement of Clean Water Act
violations involving pipeline spills in five states - Colonial
will also upgrade environmental protection on the pipeline at an
estimated cost of at least $30 million as part of the settlement
announced by the U.S. Department of Justice and EPA on on April
1, 2003.
- On
March 28, 2003 EPA issued an Enforcement Discretion letter to the
Georgia Department of Natural Resources for Georgia's Low Sulfur\Low
RVP Fuel Program - The letter indicated that EPA will exercise
enforcement discretion for 30 days, ending at midnight on April
30, 2003, to allow regulated parties to produce, import, distribute
and sell gasoline with a sulfur content that does not exceed a quarterly
average of 90 ppm and a per-gallon cap of 200 ppm. This is due to
an initial investigation that showed a likely shortfall of gasoline
in the immediate future in the Atlanta area market if enforcement
discretion is not provided to temporarily alleviate the situation.

- ALCOA,
Inc., on March 27, 2003, signed an agreement with the U.S. Department
of Justice and EPA to resolved alleged Clean Air Act violations
at its Rockdale facility - Under the consent decree air pollution
is to be reduced by 52,890 tons per year and there is to be upgrades
or replacement of existing industrial boilers. Additionally, ALCOA
will pay 1.5 million in penalties and agree to fund $2.5 million
in Environmental Mitigation Projects.
- The
U.S. Department of Justice and EPA reached a settlement with Archer
Daniels Midland Company (ADM) - The settlement was reached on
March 14, 2003 to resolve Clean Air Act violations of the New Source
Review's Prevention of Significant Deterioration requirements and
other state and federal violations at 42 facilities nationwide.
EPA was joined in the action by 14 state and local co-plaintiffs.
- Remarks
of Governor Christine Todd Whitman, Administrator of the U.S. Environmental
Protection Agency, on announcing the Land Revitalization Agenda Baltimore,
Maryland - The "Land Revitalization Agenda" was announced
by EPA Administrator Christie Whitman at the Harbor Point site (formerly
AlliedSignal), a 27-acre peninsula in Baltimore's Inner Harbor. The
site was successfully cleaned up in Feb. 2000 under RCRA's Corrective
Action Program. Plans for Harbor Point redevelopment call for 1.8 million
square feet of mixed-used space, representing up to $400 million in
new investment and creating as many as 5,000 jobs (Brownfields
Cleanup and Redevelopment Program).

– Agricultural
Pump and Irrigation Rule - EPA issued a direct final rule revising
the definition of “nonroad engines” to include all diesel-powered
engines used in agricultural operations in the state of California that
are certified by the engine maker to meet the applicable nonroad emission
standards. The effect of this change is to encourage farmers who want
to voluntarily replace older diesel engines to do so with new low-polluting
models meeting stringent EPA nonroad standards. A press

Agency is proposing in today's notice to add benzene and 2-ethoxyethanol
to the list of solvents whose mixtures with wastewater are exempted
from the definition of hazardous waste under the Resource Conservation
and Recovery Act (RCRA). The Agency studied two other solvents, 1,1,2-trichloroethane
and 2-nitropropane, and is not proposing at this time to add them to
the current exemption (Office
of Solid Waste).

- EPA Administrator Christie Todd Whitman unveils Clean School Bus USA,
a new national partnership to minimize pollution from school buses.
Leaders from corporate America, children's health, environmental and
governmental organizations gather to design a plan to reduce children's
exposure to diesel exhaust by eliminating unnecessary school bus idling,
installing effective emission control systems on newer buses and replacing
the oldest buses in the fleet with newer ones (Office
of Transportation and Air Quality).
- Environmental Compliance
Grants Solicitation - The Office of Compliance, within the Environmental
Protection Agency’s Office
of Enforcement and Compliance Assurance, is soliciting proposals
for a Environmental Compliance Grant program assistance for states and
tribes in two focus areas: (1). environmental enforcement training and
(2). supporting improved linkages between EPA and state/tribal systems.
Grants will be in the range of $50,000 - $200,000. Pre-proposals are
being accepted electronically or by hard copy until May 5, 2003 (American

Implementation - Presentations from 2002 Arsenic Rule Training Sessions
