Final Guidelines for the Certification and Recertification of the Operators of Community and Noncommunity Public Water SystemsThe Safe Drinking Water Act Amendments of 1996 require EPA, in cooperation with States, to publish guidelines specifying minimum standards for certification and recertification of the operators of community and nontransient noncommunity public water systems. Final Guidelines: Online ~ Acrobat PDF The final guidelines published on Feburary 5, 1999 provide States with the minimum standards for the development, implementation and enforcement of operator certification programs for community and nontransient noncommunity public water systems. The guidelines were developed in coordination with a working group of the NDWAC and a separate State/EPA Workgroup. The draft guidelines were published in the Federal Register on March 27, 1998 for a 90 day public review period and comments received were considered in development of the final guidelines. Beginning two years after publication, EPA must withhold 20% of a State’s Drinking Water State Revolving Fund capitalization grant funds unless the State has adopted and is implementing an operator certification program that meets the requirements of these guidelines or submits its existing program that is substantially equivalent to these guidelines.
