Long Term 2 Enhanced Surface Water Treatment Rule
EPA convened the Stage 2 Microbial Disinfection Byproducts Federal Advisory Committee (Advisory Committee) to develop recommendations for the Stage 2 Disinfectants and Disinfection Byproducts Rule (DBPR) and the Long Term 2 Enhanced Surface Water Treatment Rule (LT2SWTR). Advisory Committee members represented a wide range of interest groups including, public health advocates, water utility representatives, equipment manufacturers, consumer advocates, and state and local government. The Advisory Committee met 14 times between March 1999 and September 2000. At the conclusion of the negotiations, Advisory Committee members signed a consensus Agreement in Principle that details their recommendations to EPA. EPA has carefully considered these recommendations and is now requesting comment from interested parties on whether the pre-proposal drafts of the LT2SWTR preamble and rule language reflect the recommendations contained in the Agreement in Principle. EPA also encourages reviewers to identify rule-related issues on which EPA should solicit comment during the public comment period following proposal of this rule. With these pre-proposal drafts EPA is not requesting comment on the need for this rule or the appropriateness of the specific rule requirements recommended by the Advisory Committee. Rather, interested parties will have an opportunity for such comments during the public comment period following proposal in 2002. Comments on the pre-proposal preamble and rule language drafts must be submitted to EPA by December 31, 2001 and must be mailed to the EPA contact listed below. Do not submit comments to the OW Docket. EPA will not formally respond to comments on this pre-proposal draft but will carefully consider all comments when developing the proposed LT2ESWTR.
