From Risk to Rule: How EPA Develops Risk-Based Drinking Water Regulations

Course Description: This training course provides an understanding of the basis for EPA’s primary drinking water regulations. The course explains the historical context of the public health protection basis for regulating drinking water; presents an overview of the risk reduction objectives of the Safe Drinking Water Act; explains how EPA considers risk and integrates cost and benefits in developing regulatory alternatives; and explains the principles of risk communication.

Lead and Copper Rule Training

Course Description: The training presents minor revisions to the rule that were published on January 12, 2000. It presents and discusses changes to SDWIS reporting and explains primacy requirements in order to improve consistent implementation of the rule nationally. The training reviews the Lead and Copper Rule, highlighting the new provisions, and presents compliance examples developed from data verification observations. It also presents SDWIS reporting requirements as we move through the rule.

Phase II and V Chemicals and Radiological Rules

Course Description: The purpose of the chemical and radiological rules training course is to provide an overview of the requirements of the Phase II and Phase V rules, as well as the recent Radionuclides Rule. The training includes information on monitoring requirements including the Standardized Monitoring Framework, compliance issues such as Significant Noncompliance and return to compliance definitions, rule requirements, and the primacy revision application process.

Duration: The full course is one and a half days. However, the chemical and radionuclide rules may be taught separately in shorter courses.

Surface Water Treatment Rule and Total Coliform Rule

Course Description: This course provides an overview of the purpose and requirements of the Surface Water Treatment Rule (SWTR) and the Total Coliform Rule (TCR). In addition, participants will view two instructional videos that will review analytical methods for TCR and the avoidance criteria for the SWTR. The course also includes a workshop designed to illustrate how filtered systems calculate removal/inactivation requirements of the SWTR. This course is intended to serve as a refresher for veteran staff and as a baseline training for new staff.

Stage 1 Disinfectants and Disinfection Byproducts and Interim Enhanced Surface Water Treatment Rules

Course Description: This course is designed to provide staff of States, EPA Regions and public water systems with an overview of the purpose and requirements of the Stage 1 Disinfectants and Disinfection Byproducts Rule (Stage 1 DBPR) and the Interim Enhanced Surface Water Treatment Rule (IESWTR). Additionally, some important aspects of EPA’s guidance for implementing these rules are covered. The training includes two exercises designed to develop a better understanding of the Stage 1 DBPR requirements for disinfection byproduct precursor removal and performing calculations for determining compliance. Particular emphasis is placed on the early requirements of the IESWTR (disinfection profiling and benchmarking). In addition, the training course includes an exercise that covers the basics of disinfection profiling and benchmarking. Finally, the course includes training regarding the primacy revision process.

Unregulated Contaminant Monitoring Rule (UCMR)

Course Description: The course describes the major elements of the UCMR programs; explains the roles and responsibilities of each UCMR partner; discusses UCMR’s significance for future regulatory determinations; and covers applicable record keeping and reporting requirements.

Arsenic Rule

Course Description: This course presents EPA's approach to implementation of the new arsenic rule and provides information for regulators and water systems on compliance options.  The training covers State issues such as rule requirements, violation determinations, SDWIS reporting, and the small systems compliance strategy.  A majority of the training will cover implementation issues such as treatment options and decision processes, point-of-use (POU), waste disposal, and financial assistance.

Surface Water Rules Training

Course Description: This course combines the SWTR/TCR course and the Stage 1 / IESWTR course to take a comprehensive look at the surface water treatment rules (Surface Water Treatment Rule, Interim Enhanced Surface Water Treatment Rule, Long Term 1 Enhanced Surface Water Treatment Rule, and Filter Backwash Recycling Rule), and their relation to the Stage 1 Disinfectants and Disinfection Byproducts Rule. The session begins with an overview of the organisms of concern and their relative responses to disinfection and physical removal. The theory of treatment techniques is covered. The training illustrates the progression of the development of the Microbial and Disinfectants and Disinfection Byproducts Rule (MDBP) cluster and summarizes the intent of each rule - how they build on each other. The requirements are presented by treatment technology with related effective dates, treatment techniques and implications for State efforts during sanitary surveys at each type of system. A session on public notification, system reporting and recordkeeping is incorporated into each technology. Exercises are incorporated throughout.
