ATSDR leadership emphasizes timely responses to Congress, health and environmental groups, and communities on key public health issues surrounding ATSDR activities at Superfund sites. The issues and activities involving the public health concerns, legislation, and resource needs of ATSDR are dynamic, requiring the active participation of staff in Washington, D.C. The Washington Office link enables the Agency to obtain critical legislative information pertinent to ATSDR activities and to build constituents to help support the Agency's mission. Attendance of the Washington, D.C., Office staff at Congressional hearings enables the Agency to keep abreast of issues important to ATSDR, including Superfund, RCRA, lead poisoning prevention, and community-right-to-know laws.

The Washington Office staff coordinates information exchange among various environmental and health organizations, citizens, and Congress. The timely responses from ATSDR through the Washington staff have promoted the Agency's mission to prevent exposure and adverse human health effects and diminished quality of life associated with exposures to hazardous substances from waste sites, unplanned releases, and other sources of pollution present in the environment.

Mandates that the President provide the opportunity for the establishment of a Community Advisory Group, and this group "shall provide information and views to. . . as appropriate . . . [ATSDR]" (and other agencies and entities); amends the human health provisions of CERCLA, modifying, taking from, and/or adding to ATSDR's authorities with regard to toxicological profiles, preliminary and full public health assessments, strategies for obtaining the data--including community involvement with providing the data--that ATSDR evaluates in public health assessments, community involvement with ATSDR's design of public health assessments, the conduct of health studies, the distribution of materials to health professionals and medical centers, financial and technical assistance to community groups and individuals and non-profit groups, and Indian health provisions. Superfund Cleanup Acceleration and Liability Equity Act ("SCALE"). "A bill to amend the Comprehensive Environmental Response, Compensation, and Liability Act of 1980." Modifies CERCLA with regard to the following provisions related to ATSDR: Hazard Ranking System; the formation of a Community Advisory Group that "shall provide information and views to. . . as appropriate . . . [ATSDR]" (and other agencies and entities); performing a "health assessment or related health activity . . . at a minimum, for each facility listed or proposed for listing on the National Priorities List"; strategies for collecting site-related data; ATSDR's distribution of educational materials to the public and to at-risk populations; the toxicological profiles ATSDR prepares; health studies ATSDR prepares; grants, contracts, and community assistance activities; and Indian health provisions. Mandates that ATSDR "provide technical assistance for public health assessments to States and tribes, local municipalities, other governmental entities, and nongovernmental organizations engaged in designing and implementing State voluntary cleanup programs, especially States receiving grant funds . . ." Children's Protection and Community Cleanup Act of 1998 "A bill to reauthorize the Comprehensive Environmental Response, Compensation, and Liability Act of 1980." Provisions of CERCLA that would be amended related to ATSDR include those regarding Community Advisory Groups; public health assessments--including that the bill allows for other kinds of health activities to be performed in lieu of health assessments in some cases; data collection/ community involvement in the designing of health assessments; communities'/citizens' and medical professionals' health education; and toxicological profiles. The bill also requires ATSDR to "establish and maintain an inventory of available exposure or tolerance limits for [certain] hazardous substances." Other provisions related to ATSDR that would be amended by the bill include those concerning health studies--the results of health assessments or other health activities or other information would be the basis for ATSDR deciding to conduct health studies; concerning grants, contracts, and cooperative agreements between ATSDR and other entities; concerning community assistance activities; concerning funding for [certain] environmental health clinics and health services; and concerning ATSDR or EPA explaining why they have not, when they have not [at least in certain circumstances], followed the recommendations of States or Indian tribes. The bill adds a section to CERCLA regarding children's environmental health, including provisions related to ATSDR. A total of $150 million per fiscal year for each year 1999, 2000, 2001, and 2002 would be provided specifically to ATSDR under this bill. HR 3791 Allen (D-ME), 5/5/98 Omnibus Mercury Emissions Reduction Act of 1998 A bill "To amend the Clean Air Act to establish requirements concerning the operation of fossil fuel-fired electric utility steam generating units, commercial and industrial boiler units, solid waste incineration units, medical waste incinerators, hazardous waste combustors, chlor-alkali plants, and Portland cement plants to reduce emissions of mercury to the environment and for other purposes." Bill would establish an advisory committee, of which at least one member would be a representative of ATSDR, "to evaluate and prepare a report on the progress made . . . to implement and comply with the mercury-related amendments to the Clean Air Act" made by this bill. HR 3946 Lantos (D-CA), 5/22/98 ICCVAM Authorization Act of 1998 A bill "To establish, wherever feasible, guidelines, recommendations, and regulations that promote the regulatory acceptance of new and revised toxicological tests that protect human and animal health and the environment while reducing, refining, or replacing animal tests and ensuring human safety and product effectiveness." Bill would establish an Interagency Coordinating Committee on the Validation of Alternative Methods (ICCVAM), and would mandate that a representative of ATSDR, amongst a number of other agencies, departments, and other federal bodies, be a member of the committee. Bill mandates that ATSDR be one of the entities consulted in a FDA study of mercury compounds in drugs and food.
