John J. Gunther (1925-1997)
Through the John J. Gunther Blue Ribbon Practices in Community Development awards, HUD recognizes the most notable and innovative practices in community development. These awards honor the outstanding contribution made by the late John J. Gunther to community development during his long tenure with the U.S. Department of Housing and Urban Development and as Executive Director of the U.S. Conference of Mayors. He was an important voice in the creation of HUD. Many programs, including HUD's Community Development Block Grant (CDBG) program, which he helped to establish, are still the lifeblood of community revitalization and exemplify the best in Federal, State, and community partnerships.

What are Blue Ribbon Practices?
The U.S. Department of Housing and Urban Development (HUD) has been on a mission the past several years to identify the best projects, management tools, techniques, and innovations that communities across the country have to offer. The idea is to make these "Blue Ribbon Practices" into management tools by finding the best in the field, and having them serve as models, consultants, leaders and teachers to those who need help making their projects work.

HUD recently undertook its annual comprehensive analysis of all communities receiving funds from HUD's Community Development Block Grants, Emergency Shelter Grants, Housing Opportunities for Persons with AIDS, and Home Investment Partnership Grants. The main criteria by which communities were ranked were Continuum of Care, Economic Opportunity, Decent Housing, Suitable Living Environment, Program Requirements, Consolidated Planning, Integrated Disbursement and Information System (IDIS) and Reporting, and Overall Assessment.

The Department identified hundreds of best practices that practitioners can look to as models of innovation and success. In sharing with you such examples of innovation and creativity we hope to foster the success of all community development activities by learning from and building upon the successes of others.
