WHAT'S NEW IN FAIR HOUSING? Single Mother Receives Her Day In Court When Cynthia Szwast, a 29-year-old mother with two small children telephoned landlord Kratt and Associates about an advertised two-bedroom unit, she received a startling response. The landlord refused to rent the unit to Ms. Szwast because of the complex's ban against renting any second floor unit to families with children. Unwilling to let such treatment go unnoticed, Ms. Szwast filed a fair housing familial status discrimination complaint with the Fair Housing Center (FHC) of Metropolitan Detroit. Through the use of funds under HUD's Fair Housing Initiatives Program, FHC conducted testing that confirmed the defendant's discriminatory policy. With assistance from regional counsel, Ms. Szwast filed suit in U.S. District Court, and recently received a $403,000 judgment against Kratt -- $3,000 in compensatory damages and $400,000 in punitive damages. A newly released HUD study found that subprime lending
in Atlanta will occur five times more often in African-American communities
than in white communities. Furthermore, this study revealed that homeowners
in affluent African-American neighborhoods are twice as likely to obtain
a subprime loan than borrowers in low-income white neighborhoods. Secretary
