Revised final regulation 36
CFR Part 800 "Protection of Historic Properties" in
the Federal Register on May 18, 1999 with an effective date of June 17,
1999. Also, archeological sites are addressed in Council
guidance for treating certain kinds of archeological sites , published
at the same time.
The Historic Preservation Function at HUD - Background
Congress made the Federal Government a full partner and a leader in historic
preservation with passage of the National Historic Preservation Act in 1966. The Federal Governments role would be to provide
leadership for preservation; the Federal Government role through its agencies
and their programs would be to foster conditions under which modern society
and prehistoric and historic resources can exist in productive harmony.
An underlying motivation in passage of the Act was to transform the Federal
Government from an agent of indifference, frequently responsible for needless
loss of historic resources, to a responsible steward for future generations.
As amended in 1992, Section 110 of the Act
calls for among other things Federal agencies to establish preservation
programs, commensurate with their mission and the effects of their activities
on historic properties, that provide broadly for careful consideration of
historic properties. It calls for the designation of qualified Federal
Preservation Officers to coordinate their historic preservation activities.
At HUD, the Historic Preservation Officers in charge of coodination HUD's
historic preservation activities are Richard Broun and Joel
Segal. The Historic Preservation function is housed in the Office of
Community Viability, in CPD.

Historic preservation continues to
be a significant component of the environmental reviews required for all
HUD projects.
Resources
The National Register
Collection documents the over 70,000 properties listed in the Register
since its inception in 1966. These files hold information on nearly one
million individual resources--buildings, sites, districts, structures, and
objects. The documentation on each property consists of photographs, maps,
and a National Register registration form, which provides a physical description
of the place, information about its history and significance, and a bibliography.
