Master Chief Mustain was born in Honolulu, Hawaii, and comes from a military family. She graduated from Louisa High School, Louisa, KY in May 1970 and enlisted in the Navy in June 1970. She completed recruit training at RTC Bainbridge, MD in September 1970. She met her husband in October and was married in March 1971. Because of naval regulations in early 1970s, she was discharged from the Navy because of pregnancy. In May 1972, Navy regulations for dependency care changed and she reapplied in September 1972 and was approved to return to naval service. She struck for the yeoman rating and was advanced to YN3 while stationed at Fleet Intelligence Training Center, Norfolk where she cataloged briefs of prisoners of war from the Vietnam War. Follow on commands in the Norfolk area include being on the staff of CINCLANTFLT and OPCONCENT. She was advanced to YN2 while stationed aboard AFDM 7 (SUSTAIN) as an independent duty yeoman. Master Chief Mustain transferred to the staff of CINCPACFLT in Pearl Harbor, HI in 1978 and was advanced to YN1 while working in the Plans & Policy Division. In February 1981, she transferred to Training Air Wing FIVE in Milton, FL and was advanced to YNC in September 1984. In 1985, she transferred to AFSOUTH, Naples, Italy where she worked in the Protocol Office. She transferred to Naval Technical Training Center, Meridian, MS in 1987 as the LCPO in the Admin Department. She was advanced to YNCS and transferred to Destroyer Squadron FOUR in Charleston, SC in September 1990. She deployed to squadron ships where she inspected their admin office. She transferred to COMNAVBASE Charleston in 1994 as Southeast Region CACO Coordinator and was advanced to YNCM. Master Chief Mustain joined to CMC Program in 1995 and graduated from the Senior Enlisted Academy, Class 69. Her first and second CMC tours were with VF24 and VF211 aboard USS NIMITZ (CVN 68). She completed a six-month WESTPAC deployment, world cruise and homeport shift from NAS Mirmar, CA to NAS Oceana, VA. Master Chief Mustain transferred to NAS Meridian in December 1998, as the CMC. She transfers to NAVSTA GTMO in February 2001 to be the CMC.

Master Chief Mustain has been awarded the Meritorious Service Medal, Joint Service Commendation Medal, Navy Commendation Medal (3rd), and the Navy Achievement Medal (4th). Her unit and campaign awards include Navy Unit and Meritorious Unit Commendation, Good Conduct Medal (7th), National Defense Service Medal (2nd), Armed Forces Expeditionary Medal, Military Outstanding Volunteer Service Medal, Sea Service Deployment Ribbon, Navy/Marine Corps Overseas Service Ribbon. She has qualified Enlisted Aviation and Surface Warfare Designations.
