Harbor magistrate explains boating safety rules

Regulations for boating in Guantanamo Bay are established to provide maximum safe recreational use of the bay. All personnel operating privately owned or MWR vessels in Guantanamo Bay shall adhere to the harbor limits listed in COMNAVBASEGTMOINST 1710.10F.

Live fire boundaries:

· Live fire or bombing exercises, impacting within the perimeter of the base, are announced by local messages and signaled by the display of the alphabetical Bravo flag, numerical Six (6) pennant and numerical One flag at the marina. Boaters should call Port Control to find out current conditions on the bay prior to going out on the water.

· Live fire to seaward is signaled by the display of the alphabetical Bravo flag and the numerical Nine (9) pennant.

· Live fire exercises impacting only in the Hicacle impact area are announced by local messages and by displaying the alphabetical Bravo flag and Pennant Six (6). All areas north of a line drawn from the entrance to St. Nicholas Channel to the hospital are closed to all boating during this period. The Guantanamo River is also off limits during live fire on exercises on Hicacle range.

· Live fire exercise impacting only in the Granadillo impact areas are announced by displaying the alphabetical Bravo flag plus Flag One (1) below Pennant Six (6). All areas north of a line drawn from Granadillo Point to Caracoles Point are closed to all boating during this period.

· Vessel operators should check with Port Control prior to getting underway to check for possible changes to live firing schedules. Do not rely on marina schedules.

Industrial Area:

· The Industrial Area is the area southeast of an imaginary line drawn from Fisherman’s Point to Evans Point. The Industrial Area is restricted to all recreational vessels, with the following exceptions:

· Vessels transiting to or from the PWD boat launch.

· Private vessels transiting to or from MWR piers at Fleet Post Office Landing and Port Services Boat Shed, Building 761. Additionally, the Flag Landing, Officer Landing, Corinaso Marina, Bulkeley Landing, Port Services Boat Shed, Port Services Hurricane slip and all condemned and/or abandoned piers and dock are off limits to recreational vessels, unless transiting to Boat Shed for inspection or rental berthing.

No Wake zones:

The following areas are designated as No Wake Zones.

Vessel operators shall decrease boat speed sufficiently so as not to create a wake.

· The Windward Point Industrial Area.

· Leeward Point Day Marker #4 to the Leeward Ferry Landing.

· MWR Marina/Fleet Landing/MWR piers.

· TW-8 Small Boat Ramp.

· Deer Point Channel.

· All other channels, inlets and coves.


· Entire Guantanamo River.

· Within 100 yards of any shoreline.
