BACKGROUND:  THE CROP, LIVESTOCK, AND AGRO-INDUSTRIAL

SUBSECTORS ARE CONTINUING TO EXPERIENCE SUBSTANTIAL

ADJUSTMENTS, PARTLY IN RESPONSE TO THE ONGOING REFORMS IN

THE AGRICULTURE SECTOR. THE SECTOR REFORMS ARE CONTINUING

AND PROGRESS IN THEIR EFFECTIVE IMPLEMENTATION HAS BEEN

VARIABLE ACROSS THE REGIONS. THE RESULT IS THAT

AGRICULTURE IS UNDERPERFORMING AS MANY OF THE FARMS AND

AGROPROCESSING FACILITIES ARE NOT OPERATING EFFICIENTLY

AND ARE NOT FINANCIALLY VIABLE. A CONCENTRATED AND

COORDINATED FOCUS ON KEY CONSTRAINTS AT FARM LEVEL TO

BRING TOGETHER AND ENHANCE THE IMPACT OF ONGOING AND

PLANNED INVESTMENT PROJECTS WILL BE ADOPTED TO IMPROVE

FARM PRODUCTIVITY AND PROFITABILITY. THE CHALLENGE OF THE

PROJECT IS TO INTEGRATE THE VARIOUS SUPPORTING

INITIATIVES INTO A COORDINATED AGRICULTURE DEVELOPMENT

PROGRAM AIMED AT CLEARLY SUPPORTING THE KEY INVESTMENT

NEEDS AND RELATED LINKAGES BETWEEN PUBLIC SECTOR

INVESTMENT AND PRIVATE SECTOR INITIATIVES.

 

OBJECTIVES/SCOPE:   THE LONG-TERM DEVELOPMENT GOAL OF THE

PROJECT IS TO INCREASE THE INCOMES OF FARMERS IN CHUI

OBLAST. THE IMMEDIATE PROJECT OBJECTIVE (PURPOSE) IS TO

INCREASE FARM PRODUCTIVITY AND PROFITABILITY IN SELECTED

AREAS. WITHIN THE CHUI OBLAST, THE PROJECT WILL FOCUS

INITIALLY ON SELECTED GEOGRAPHICAL AREAS THAT COINCIDE

WITH THE BOUNDARIES OF THE FORMER STATE AND COLLECTIVE

FARMS. WHILE SELECTION CRITERIA ARE IDENTIFIED,

PARTICIPATION WILL DEPEND ON THE DEMAND, CAPABILITY, AND

WILLINGNESS OF INDIVIDUAL FARMS AND ENTERPRISES. THERE

ARE FOUR COMPONENTS: (I) FARM DEVELOPMENT, (II) DRAINAGE

AND IRRIGATION, (III) DEVELOPMENT OF PRIVATE SECTOR

MARKET AND INPUT SUPPLY SERVICES, AND (IV) PROJECT

MANAGEMENT. THE PROJECT WILL PROVIDE ON-THE-JOB TRAINING

AND OTHER TRAINING TO INCREASE THE UNDERSTANDING AND

LEVEL OF SKILLS OF FARMERS AND ENTREPRENEURS.

 

PROJECT DESCRIPTION:  THE PROPOSED PROJECT IS ASIAN

DEVELOPMENT BANK'S (ADB'S) THIRD PROJECT IN AGRICULTURE

AND RURAL FINANCE AND BUILDS UPON SUPPORT UNDER THE ADB-

FUNDED AGRICULTURE SECTOR PROGRAM LOAN AND THE

ACCOMPANYING TECHNICAL ASSISTANCE WHICH HAVE BEEN

ASSISTING THE GOVERNMENT WITH ITS POLICY AND

INSTITUTIONAL REFORM PROGRAM FOR THE SECTOR. THE PROJECT

IS ADOPTING A NEW AREA-FOCUSED APPROACH TO PROJECT

INVESTMENT IN THE AGRICULTURE SECTOR IN THE KYRGYZ

REPUBLIC AS NEARLY ALL-MAJOR ONGOING DEVELOPMENT PROJECTS

ARE CURRENTLY BEING IMPLEMENTED ON A NATIONWIDE BASIS.

CHUI OBLAST HAS BEEN SELECTED FOR ITS POTENTIAL FOR

AGRICULTURE GROWTH AND DEVELOPMENT AND ITS IMPORTANCE TO

THE ECONOMY. THE PROJECT WILL ADDRESS CONSTRAINTS IN FARM

RESTRUCTURING, DRAINAGE AND IRRIGATION, INPUT SUPPLY,

MACHINERY HIRE SERVICES, MARKETING, AND FINANCE. THE

PROJECT WILL AIM TO INTEGRATE ONGOING AND PLANNED

ACTIVITIES TO MAXIMIZE THE IMPACT OF THE PROJECT AND

OTHER DEVELOPMENT ACTIVITIES.

 

EXECUTING AGENCIES:  MINISTRY OF AGRICULTURE AND WATER

RESOURCES.

 

TOTAL PROJECT COST:  THE ESTIMATED TOTAL COST OF THE

PROJECT IS $45 MILLION EQUIVALENT, COMPRISING $22.3

MILLION IN FOREIGN EXCHANGE COSTS AND $2.7 MILLION

EQUIVALENT IN LOCAL CURRENCY COSTS.

 

PROCUREMENT:  GOODS AND SERVICES FOR THE PROJECT WILL BE

PROCURED IN ACCORDANCE WITH ADB'S GUIDELINES FOR

PROCUREMENT. MAJOR EQUIPMENT WILL BE PROCURED BY

INTERNATIONAL COMPETITIVE BIDDING OR INTERNATIONAL

SHOPPING, AND OFFICE FURNITURE AND EQUIPMENT BY DIRECT

PURCHASE. CIVIL WORKS WILL BE CARRIED OUT UNDER LOCAL

COMPETITIVE BIDDING.

 

CONSULTING SERVICES:  A TOTAL OF 1,728 PERSON-MONTHS OF

INTERNATIONAL AND DOMESTIC CONSULTING SERVICES,

COMPRISING 120 PERSON-MONTHS OF INTERNATIONAL AND 1,608

PERSON-MONTHS OF DOMESTIC CONSULTANTS (INCLUDING 20

CONSULTANTS TO IMPLEMENT THE RURAL ADVISORY DEVELOPMENT

SERVICE FOUNDATION), WILL BE REQUIRED FOR THE PROJECT.

CONSULTANTS WILL BE SELECTED IN ACCORDANCE WITH ADB'S

GUIDELINES ON THE USE OF CONSULTANTS AND OTHER

ARRANGEMENTS ACCEPTABLE TO ADB ON THE ENGAGEMENT OF

DOMESTIC CONSULTANTS.

 

TECHNICAL ASSISTANCE:  AN ADVISORY TECHNICAL ASSISTANCE

(TA) FOR INSTITUTIONAL STRENGTHENING IN PLANNING AND

MANAGEMENT OF AGRICULTURE DEVELOPMENT WILL ASSIST THE

CHUI OBLAST ADMINISTRATION IN COORDINATING AND

IMPLEMENTING VARIOUS DEVELOPMENT ACTIVITIES. PROPER

SYSTEMS AND PROCEDURES WILL BE ESTABLISHED FOR PLANNING,

IMPLEMENTATION, AND MONITORING THESE ACTIVITIES. THE

TOTAL COST OF THE TA IS $941,210 OF WHICH $800,000

EQUIVALENT WILL BE FINANCED BY ADB ON A GRANT BASIS. THE

TA IS CURRENTLY UNDER CONSIDERATION FOR POSSIBLE FUNDING

FROM THE JAPAN SPECIAL FUND (JSF). IF SUCH FUNDING IS

APPROVED BY THE GOVERNMENT OF JAPAN, ADB WILL SHIFT FROM

THE ADB-FUNDED TA PROGRAM TO JSF. THE TA WILL REQUIRE 24

PERSON-MONTHS OF INTERNATIONAL AND 20 PERSON-MONTHS OF

DOMESTIC CONSULTANT SERVICES. CHUI OBLAST ADMINISTRATION

WILL BE THE EXECUTING AGENCY.

THE GOAL OF THE PROJECT IS TO PROMOTE SOCIAL RECOVERY

AFTER TAJIKISTAN'S CIVIL CONFLICT AND ECONOMIC

ESSENTIAL SOCIAL SERVICES, I.E. EDUCATION, HEALTH, AND

SOCIAL PROTECTION, BY REHABILITATING EXISTING

INFRASTRUCTURE, PROVIDING ESSENTIAL SUPPLIES,

STRENGTHENING THE DELIVERY OF SERVICES, AND IMPROVING THE

TARGETING OF AND ACCESS TO SERVICES BY VULNERABLE GROUPS

AT THE LOCAL LEVEL, PARTICULARLY WIDOWS, ORPHANS, STREET

CHILDREN AND HANDICAPPED PEOPLE.

 

BANK-FINANCED GOODS AND SERVICES WILL BE PROCURED IN

ACCORDANCE WITH THE BANK'S GUIDELINES FOR PROCUREMENT.

PACKAGES OF MEDICINES, TEXTBOOKS, AND EQUIPMENT WILL BE

PROCURED BY (I) INTERNATIONAL COMPETITIVE BIDDING FOR

CONTRACTS VALUED AT $500,000 OR MORE, (II) INTERNATIONAL

SHOPPING FOR CONTRACTS BELOW $500,000 AND (III) DIRECT

PURCHASE FOR ITEMS GENERALLY VALUED AT LESS THAN

$100,000.  REHABILITATION WILL REQUIRE ABOUT 525 CIVIL

WORKS CONTRACTS OF AN AVERAGE VALUE OF $10,500.

EDUCATIONAL EQUIPMENT INCLUDES 200 SMALL PACKAGES OF

ABOUT $5,300 EACH.

 

CONSULTING SERVICES WILL BE FINANCED UNDER THE LOAN FOR

PROJECT MANAGEMENT AND SUPERVISION.  THE EXTRAORDINARY

CIRCUMSTANCES CURRENTLY PREVAILING IN THE PROJECT AREA

REQUIRE AND JUSTIFY THE SELECTION OF UNOPS TO PROVIDE THE

INTERNATIONAL CONSULTANCY SERVICES REQUIRED FOR PROJECT

MANAGEMENT, PROCUREMENT, ACCOUNTING, CIVIL WORKS

SUPERVISION, COMPUTER SERVICES, TRAINING, EDUCATION,

HEALTH, AND COMMUNITY DEVELOPMENT.  THESE SERVICES ARE

ESTIMATED TO REQUIRE A TOTAL OF 76 PERSON-MONTHS OF

INTERNATIONAL AND 504 PERSON-MONTHS OF DOMESTIC

CONSULTANCY.  ADDITIONALLY, 16 PERSON-MONTHS OF

SPECIALIZED CONSULTING SERVICES WILL BE REQUIRED IN

TEACHER TRAINING, FAMILY MEDICINE, SOCIAL WORK, AND LOCAL

GOVERNMENT MANAGEMENT.  THE CONSULTANTS FOR THESE

SPECIALIZED SERVICES WILL BE RECRUITED THROUGH A FIRM IN

ACCORDANCE WITH ADB'S GUIDELINES ON THE USE OF
