SUBJECT: IMI: AZERBAIJAN: TENDERS FOR THE AZERBAIJAN
INTERNATIONAL OPERATING CONSORTIUM
1. THE AZERBAIJAN INTERNATIONAL OPERATING CONSORTIUM
(AIOC) WAS CREATED IN 1994 IN ORDER TO DEVELOP THE
AZERI, CHIRAC, AND GUNESHLI (ACG) OIL FIELD BLOCK
LOCATED IN THE CASPIAN SEA TWENTY FIVE MILES OFF THE
ABSHERON PENINSULA. SINCE 1994, AIOC HAS SPENT OVER $2
BILLION TO DEVELOP THIS MEGASTRUCTURE WHICH CONTAINS 4.5
BILLION BARRELS OF OIL.
2. THE AIOC EXPECTS THERE WILL BE NO MAJOR TENDERS FOR
ITS CONTINUING OPERATIONS IN THE SHORT TERM. FULL FIELD
DEVELOPMENT OF THE ACG BLOCK WILL BE DELAYED UNTIL AIOC
IS ASSURED THAT KEY DECISIONS TO INCREASE PIPELINE
EXPORT CAPACITY HAVE BEEN MADE BY THE GOVERNMENT OF
AZERBAIJAN. NO MAJOR TENDERS RELATED TO THE CHIRAC
FIELD ARE CONTEMPLATED UNTIL MID-YEAR 2000.
3. AIOC PLANS TO DEVELOP A NEW PLATFORM ON THE AZERI
FIELD HAVE NOT YET BEEN SANCTIONED BY ITS SHAREHOLDER
COMPANIES. A NEW PLATFORM WOULD REQUIRE 6-9 MONTHS OF
DESIGN WORK FOLLOWED BY A 2-YEAR CONSTRUCTION PERIOD.
THE PROJECT WOULD BE EXTREMELY EXPENSIVE AND REQUIRE
FLOATING PRODUCTION UNITS, WHICH HAVE NEVER BEEN BUILT
BEFORE IN THE CASPIAN REGION. IMPROVEMENTS TO THE
UNDERSEA PIPELINE NETWORK AND THE SANGACHEL TERMINAL
WOULD ALSO BE REQUIRED.
4. BP/AMOCO IS AIOC'S SOLE OPERATOR. IT HAS ABOUT 650
EMPLOYEES IN AZERBAIJAN DEDICATED TO AIOC ACTIVITIES.
BP/AMOCO OFFICIALS REPORT THAT HIGHER INTERNATIONAL OIL
PRICES IN THE THIRD AND FOURTH QUARTERS OF 1999 HAVE NOT
AFFECTED AIOC'S PROCUREMENT ACTIVITY. AIOC IS SEEKING
TO OUTSOURCE AS MUCH OF ITS ACTIVITIES AS POSSIBLE.
LOCAL SERVICE PROVIDERS MEET AIOC'S ACCOUNTING AND
SECURITY NEEDS. 74% OF AIOC PROCUREMENT IS FOR ITEMS OF
LESS THAN $5,000.
5. AS A MATTER OF POLICY, BP/AMOCO OPERATES A
SELECTIVE, COMPETITIVE TENDERING PROCESS FOR DETERMINING
AWARD OF CONTRACTS. SUPPLIERS AND CONTRACTORS WILL NEED
TO BE REGISTERED WITH BP/AMOCO BEFORE ANY BUSINESS CAN
BE AWARDED. COMPANIES THAT ARE INTERESTED IN
INFORMATION ON UPCOMING TENDERS OR THAT WISH TO REGISTER
WITH AIOC SHOULD CONTACT THE BP/AMOCO GROUP IN BAKU.
