TITLE: SALES OPPORTUNITY FOR STAINLESS/CARBON STEEL EXPORTERS WITH A MOSCOW COMPANY

Summary. Following is information on a business opportunity to sell razor and needle strip to the only remaining manufacturer of these products in NIS. End summary.
Moscow-based joint-stock company Mostochlegmash is the only manufacturer in NIS of razor blades and latch needles for the sewing industry. It employs some 1,400 people and has been in business for more than 30 years. The company has been receiving steel strip from European suppliers and is currently looking to diversify its sourcing. It looks for purchasing annually some 60 tons of cold-rolled needle strip and some 800-900 tons/year of stainless steel razor strip.
The following are sample contract agreement for razor and needle strip respectively and the specs that according to the company, should be strictly observed by the manufacturer:
Technical Requirements for cold-rolled steel for razor blades
The batch should contain strip of max. 2 casts.
Strip dimensions: 0.1 (+/- 0.005) x 22.4 (+/-0.02) mm.
Strength: 1050 (+/- 100) n/mm2 or hardness 280-330 HVI.
Strip microstructure:
Uniformly distributed carbides of 0.6 to 1.0 microns in the ferrite base. Carbides of less than 0.6 microns are allowed. Primary carbides of more than 5 microns in size in the area of 10 x 0.1 mm with magnification x500 will not be tolerated.
Non-metallic inclusions
There should be no non-metallic inclusions surpassing the rates specified in the table below when inspecting the longitudinal section of the strip sample in the area of 10x 0.1 mm with x500 magnification.

The condition is optional, final specification will be made after processing 20 tons.
The strip should be free of decarbonized layer.
The chemical composition shall be: C-0.65 - 0.7 %, Cr 12.5-13.5 %, Mn 0.50 - 0.8 %, Si 0.3-0.5 %,
P max. 0.025 %, S max. 0.01 %, Ni max. 0.50 %
The strip surface is to be light, lusterless and without temper color.
The strip edges should have no fissures, waviness or other defects exceeding half of the tolerance for thickness as well as burrs of 0.007 mm in height.
Minor single defects not exceeding the half of the tolerance for thickness are allowed on the strip surface. Defects located closer than 2 mm from edges on both sides of the strip will not be tolerated.
The strip is to be tightly and uniformly wound on the plastic ring with an internal diameter of 279.4 to 280.2 mm.
Strip falciform shall not exceed 1.0 mm on a strip length of 1000 mm.
Flatness tolerance shall not exceed 0.2 % of the strip width.
Roughness (Ra) will not exceed 0.10 microns.
The mass of one coil shall be within the range of 12-20 kg.
The strip should be coated with corrosion-resistant lubricant which can be easily removed by white spirit.
Flatness tolerance after heat treatment of the punched strip shall not exceed 0.103 mm.
2. Testing Procedures
The Buyer reserves the right to perform testing of razor strip quality for conformity with the requirements of present Specifications in compliance with the procedures approved by the State Standard Committee.
3. Acceptance Rules
The batch is understood to be all opened coils of the wide coil.
Strip testing will be performed on the following parameters: dimension, state of surface and edges, microstructure, non-metallic inclusions, ultimate streng th, flatness tolerance, roughness 10 % of the batch; chemical composition - one sample out of each cast cycle.
The strip which fail to comply with present requirements is considered to be claimed on the basis of results of additional testing of sample double quantity. The rejected batch of strip will be returned to the Seller for inspection prior to its replacement.
In case flatness tolerance after heat treatment of opened and accepted coils exceeds 0.103 mm for more than 2 % of mass of this batch coils, production will be stopped and appropriate claim will be submitted.
4. Labeling, Packing and Storage
There should be a manufacturer's tag attached to each coil specifying the following: steel grade, cast batch # , dimensions, wide coil # , strand #, and its weight.
Razor strip coils shall be packed in wooden cases on flatracks. Net weight of the packed strip in one case shall be about 800 kg.
The Seller should be able to guarantee corrosion-free and damage-free storage of coils in closed cases for up to 6 months.
Technical requirements for cold-rolled needle strip
The present specs apply for the bright carbon cold-rolled steel strip for manufacturing of latch needles for the sewing machines.

The strip edges shall be trimmed. Strip thickness and width as well as steel quality shall be stated in the delivery order.

Ultimate rupture strength deviation in one strip coil shall not be over 50 N/ mm**2.
2.3. Structure
The strip microstructure shall consist of granular pearlite (without lamellar pearlite) with cementite uniformly distributed uniformly along the entire ferrite base. The average diameter of the cementite grain shall be 1.0-2.0 microns.
The strip shall have no decarburized layer.
The strip shall not contain graphite (structurally-free carbon).
The strip shall be free of other non-metallic inclusions.
The purity
requirements shall be agreed upon by the parties while preparing the
contract.
2.4. Strip surface
The strip shall have bright surface of the light-gray and gray tints. There shall be no rust, pits, blisters, laminations or notches on the strip surface. Surface roughness Ra < 0.32 micron.
2.5 . Strip edges
Trimmed edges of the strip shall be deburred.
2.6. Linearity
The strip shall be linear within 3 mm on one meter of the strip length.
2.7. Flatness tolerance
The strip surface shall be flat within 0.2% of the strip width.
2.8. Coil composition
The strip coil shall be made of one piece. Welded joints will not be accepted.
3. Test methods
The user reserves the right to check strip quality for compliance with the requirements of the present Specifications by the methods adopted in the State Standard Committee.
4. Marking and packing
The strip shall be delivered in coils with the inner diameter of 300 - 400 mm and with the weight of 2-4 kg per mm of the strip width. Each strip coil shall be bound in at least three places. Each strip coil shall be supplied with the label indicating name of the Manufacturer, steel quality, serial number, strip dimensions.
The mass of the package shall be within 600 kg.
The Supplier shall guarantee that the packing will protect the article from corrosion and other defects and will provide for keeping the strip in the packing cases for not less than one year from the day of crossing of the Russian border.
Each strip batch shall belong to one cast and shall be of one size.
The Certificate appended by the Supplier to each shipment shall contain the following data:
- steel quality;
- Serial number;
- chemical composition;
- results of the tests of the mechanical properties.
