The Asian Development Bank (ADB) has recently revamped its website to make it more user-friendly to visitors. This website will help U.S. companies find timely and accurate information so that they can successfully compete for ABD-financed projects. The purpose of this brief primer is to assist U.S. companies in navigating the ADB website and finding quickly information that they are seeking.
While the ADB Internet site should be used as a tool for U.S. firms, it should not replace the assistance and guidance that the office of Multilateral Development Bank Operations (MDBO) and its Commercial Liaison Office at the ADB can offer. Important contact information can be found at the conclusion of this primer.
It is also important to remember that posted information can rapidly become out of date or may be incomplete, its position on a website can change, and what seems clear-cut and factual may not be. This is more the reason to have questions clarified with MDBO staff.
The Asian Development Bank Internet Site
The ADB Internet site can be found at: http://www.adb.org
Businesses visiting the Asian Development Bank website will find it easily navigable, comprehensive, and regularly updated. Much of the information that they may be seeking can be found at this site.
The colorful homepage of this site is broken down into five principal categories:
ú About the ADB
ú Our Work in the Region
ú Business Center
ú News and Events
ú Publications
A toggle bar is also included that contains direct links to commonly visited pages.
In addition to these, one will find a What's New frame, a site map, a photo gallery, and a link to other international organizations, aid agencies, and international development sites.
Each category contains information useful for U.S. companies interested in competing for ADB-financed projects. A brief summary of each section highlighting information of interest to the business community follows.
The sitemap [http://www.adb.org/sitemap.asp] maps out the ADB Internet site and its numerous pages. It is an excellent source, noting on which pages specific information can be found.
About the ADB
In addition to offering basic information on, and a brief history of, the ADB, one will find within this section a list of member countries, an organizational chart, and a section describing the objectives of the Bank.
One will also find within this section statistical information and the ADB's annual report.
Our Work in the Region
Within this section one will find the following sub-sections: policies, country operations, project activities, social development, law and development, private sector operations, and Greater Mekong Subregion.
Policies: This category includes the ABD's policies in areas such as anticorruption, fisheries, gender, and indigenous peoples. One can also find the disclosure policies of the ADB and a review of the program lending policies.
Country Operations: Here U.S. companies will find specific country information in the forms of Country Assistance Plans and Country Economic Reviews. Country Assistance Plans are the ADB's principal planning documents for the next three years. Included here is the ADB pipeline for each country for this period. Country Economic Reviews are country-specific and present an overview of the country's economic situation and future prospects.
Project Activities: U.S. companies hoping to find out more about specific projects will find this section very helpful. The ADB has placed profiles of its financed projects here and companies will find not only valuable information on the project but also relevant contacts both at the ADB and the executing agency.
The Bank also lists its reports and recommendations of the president and technical assistance reports here.
Social Development: This section provides information on the ADB's relationship with non-governmental organizations (NGOs). It also highlights information resources for NGOs.
Environment: While not online at the moment, one will eventually find Summary Environmental Impact Assessments (SEIAs) and Summary of Initial Environmental Examinations (SIEEs) on this page.
The Bank does list the SEIAs and the SIEEs that it has undertaken here and provides contact information on where to obtain these.
Law and Development: Here one will find information on ADB programs, activities, and resources with respect to institutional development and law.
Private Sector Operations: This page includes information on the ADB's Private Sector Group, its operations, products, and terms, eligibility requirements, and application information requirements.
Greater Mekong Subregion: In 1992, with assistance from the Asian Development Bank, the Greater Mekong Subregion Economic Cooperation Program began. This page highlights the program, on-going activities, publications, and contacts.
Business Center
The Business Center page is a must stop for U.S. companies wanting to participate in ADB-financed projects. The page is subdivided into the following categories: Business Opportunities, Cofinancing Opportunities, Consulting Opportunities, Procurement Guidelines, Employment Opportunities, and ADB Japan Scholarship Program.
Business Opportunities: This is the online version of the ADB's monthly publication Business Opportunities. The online version is updated weekly and includes new and ongoing proposed project information, approved technical assistance projects. One will also find procurement notices, lists of prequalified contractors and shortlisted firms for technical assistance projects. The Bank also lists who has been awarded contracts.
Cofinancing Opportunities: This section discusses cofinancing activities that the ADB is undertaking with other financial institutions or export credit agencies. It also lists important contacts in the ADB's Office of Cofinancing Operations.
Consulting Services: Here consultants will find valuable information on how to participate in ADB-financed activities. Consulting guidelines, important documents such as frequently asked questions and standard forms, and the Data on Consulting Firms (DACON) and Data on Individual Consultants (DICON) registration databases are located within this section.
Procurement Guidelines: The ADB procurement guidelines for the goods and works are located here.
News and Events
Within this category one will find news releases, a schedule of conferences and seminars, speeches given by ADB officials, Development Focus highlighting a particular topic, and the newsmagazine, ADB review.
Publications
This category includes the ADB publications catalog, a page on online publications, information on the multimedia unit of the ADB, real video clips, a photo gallery, and information on the ADB library in Manila and depositories around the world.
