THE GOVERNMENT OF AZERBAIJAN HAS APPLIED FOR A LOAN FROM THE

EUROPEAN BANK FOR RECONSTRUCTION AND DEVELOPMENT (EBRD) TO

FINANCE RAILWAY INFRASTRUCTURE IMPROVEMENTS ALONG THE MAIN

TRANS-CAUCASIAN RAILWAY LINE AND THE REHABILITATION OF A

WASHING STATION. THE LOAN INCLUDES MEASURES TO IMPROVE THE

FINANCIAL MANAGEMENT OF THE RAILWAYS.

 

 

AZERBAIJAN STATE RAILWAYS (ASR) INTENDS USING TECHNICAL

COOPERATION FUNDS TOWARDS THE COST OF ACCOUNTS STRENGTHENING

AND BUSINESS PLANNING.

 

THE MAIN OBJECTIVE OF THE ASSIGNMENT SHALL BE TO ASSIST THE

ASR TO, FIRST, IMPROVE ACCOUNTING PROCEDURES AND, SECOND, TO

ASSIST IN THE BUSINESS PLANNING PROCESS.

THE ASSIGNMENT IS EXPECTED TO START IN JUNE 2000 AND LAST

ABOUT 12 MONTHS AND THE ESTIMATED COST IS EUR 300,000.

 

INTERESTED FIRMS ARE HEREBY INVITED TO SUBMIT EXPRESSIONS OF

Electricity Market Support Project

 

MANAGEMENT SERVICES

The Government of Georgia intends to apply for a credit from

International Development Association (IDA) and to use part of the proceeds of this credit for payments under contracts to manage Georgia’s power transmission and dispatch companies and the Georgian Wholesale Electricity Market. The services would be

co-financed by the European Bank for Reconstruction and

Development (EBRD), and Kreditanstalt fuer Wiederaufbau (KfW).

 

The services include two five-year management contracts to manage: Georgia’s electric transmission and dispatch companies

(JSC Electrogadatsema and JSC Sakenergo); and the Georgian

Wholesale Electricity Market.

 

The management contract fees are expected to be a combination of

a fixed fee and performance-based incentive payments. 

Qualified bidders shall have at least 15 years experience in

operating high-voltage power transmission, dispatch and settlements systems for a large electric utility, which (i) serves a mixture of residential, industrial, and commercial customers with combined annual peak demand of at least 6000 MW; (ii) operates a high voltage transmission network--with highest voltage in the network exceeding 330 kV -- through a modern computer-based dispatch system; and (iii) has a proven track record of achieving at least an 80% rate of cash collections for electricity consumed by its customers. 

Qualified bidders shall have no financial interest, direct or

indirect, in any other company currently operating or intending

to enter the Georgian electric or natural gas sector.

 

The Ministry of Fuel and Energy now invites eligible bidders to

indicate their interest in providing management services.

Prospective bidders may express their interest in either or both

management contracts indicated above.  However, no company will

be selected for both contracts.  Prospective bidders must provide

information indicating that they are qualified to perform the

services they are interested in (brochures, description of

similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).  Prospective bidders are encouraged, but not required, to submit non-binding, pro-forma draft contracts or concept descriptions.  Prospective bidders may associate to enhance their qualifications.

The winning bidders will be selected in accordance with the

procedures set out in the World Bank’s Guidelines: Selection and

Employment of Consultants by World Bank Borrowers, January 1997

(revised September 1997).
