THE MINISTRY OF ENERGY, HEREINAFTER REFERRED TO AS THE

PURCHASER, INTENDS USING THE PROCEEDS OF A LOAN FROM THE

EUROPEAN BANK FOR RECONSTRUCTION AND DEVELOPMENT (THE BANK)

FOR A PROJECT TO CONSERVE THE INSTALLED EQUIPMENT UNTIL THE

DECISION TO COMPLETE THE HRASDAN UNIT 5 BECOMES EFFECTIVE. THE

PROPOSED PROJECT, WHICH HAS A TOTAL ESTIMATED COST OF 5.3 MIL.

US DOLLARS EQUIVALENT, WILL REQUIRE THE PROCUREMENT OF THE

FOLLOWING GOODS, WORKS AND SERVICES.

 

- THE TRANSPORTATION OF THE TURBINE GENERATOR STATOR FROM THE

MANUFACTURER IN ST.PETERSBURG TO HRASDAN UNIT 5, ARMENIA.

LENGTH 7.38 METRES; HEIGHT 4.223 METRES; EXTERNAL DIAMETER

3.46 METRES. DIAMETER OF THE ACTIVE PART: EXTERNAL 2.47

METRES; INTERNAL 1.225 METRES. WEIGHT 178.10 TONNES.

- CONSERVATION MEASURES FOR THE PARTLY INSTALLED BOILER, TO

INVOLVE COMPLETING OF THE PRESSURE PARTS OF THE BOILER TO

ACHIEVE A PRESSURE TIGHT SINGLE ENTITY. THE BOILER HAS

ABOUT 70% OF THE PRESSURE PARTS IN PLACE ALTHOUGH MUCH OF

THE WELDING IS NOT COMPLETE. THE REMAINING PRESSURE PARTS

ARE STORED EITHER IN THE BOILER HOUSE OR OUTDOORS. THE

BOILER IS A SUPERCRITICAL UNIT OF TYPICAL RUSSIAN DESIGN

WITH STEAM-GENERATING CAPACITY 1000T/HOUR AND STEAM

PARAMETERS 25.5. KILOPASCAL 555 C.

 

 

TENDERING FOR THE ABOVE CONTRACTS IS EXPECTED TO BEGIN IN THE

THIRD QUARTER OF 1999.

 

CONTRACTS TO BE FINANCED WITH THE PROCEEDS OF A LOAN FROM THE

2.     A JULY 12, 1999 "NEUTRAL TURKMENISTAN" ARTICLE

REPORTED THE GOTX'S INTENTION TO ANNOUNCE A TENDER ON

CONSTRUCTION OF SEVERAL LIQUID PETROLEUM GAS TERMINALS IN

TURKMENISTAN. TURKMENISTAN POSSESSES SUBSTANTIAL RESERVES

OF OIL. THERE ARE TWO OIL REFINERIES IN TURKMENISTAN IN

TURKMENBASHI AND SEIDI WITH CURRENT ANNUAL CAPACITIES OF

5 MILLION AND 6 MILLION TONS OF OIL, RESPECTIVELY.

PRESENTLY, THE SEIDI OIL REFINERY IS CAPABLE OF ANNUALLY

PRODUCING AND STORING UP TO 40,000 TONS OF LIQUID

PETROLEUM GAS. AFTER THE COMPLETION OF THE RENOVATION OF

THE TURKMENBASHI OIL REFINERY WHICH IS NOW AT ITS MID-

STAGE, TURKMENISTAN WILL BE ABLE TO PRODUCE FROM 250,000

TO 300,000 TONS OF LIQUID PETROLEUM GAS PER YEAR.

HOWEVER, EXISTING STORAGE CAPACITIES DO NOT MEET THE

INCREASING PRODUCTION OF LIQUID PETROLEUM GAS.

THEREFORE, THE GOVERNMENT IS INTERESTED IN FINDING AN

THE MINISTRY OF ENERGY OF THE GOVERNMENT OF UKRAINE (“GOU”) INTENDS ENGAGING AN INVESTMENT BANK (“IB”) TO EXECUTE THE PRIVATISATION OF THE REMAINING STATE-CONTROLLED LOCAL ELECTRICITY DISTRIBUTION COMPANIES (OBLENERGOS).

 

THE UKRAINIAN ENERGY SECTOR HAS UNDERGONE MAJOR CHANGES IN RECENT YEARS, AMONG WHICH HAS BEEN THE CREATION OF TWENTY-SEVEN OBLENERGOS.  THE GOU HAS BEGUN TO PRIVATISE THE ENERGY SECTOR, STARTING WITH THE OBLENERGOS. SEVEN OBLENERGOS HAVE ALREADY BEEN MAJORITY PRIVATISED, WHILE THE STATE REMAINS THE MAJORITY SHAREHOLDER IN THE OTHER TWENTY OBLENERGOS. THE IB HIRED UNDER THIS ASSIGNMENT WILL EXECUTE THE PRIVATISATION OF THE REMAINING STATE-CONTROLLED OBLENERGOS.

 

THE PRIVATISATION PLAN CALLS FOR STAGGERING THE PRIVATISATION OF THESE TWENTY OBLENERGOS IN THREE SUCCESSIVE BATCHES OF APPROXIMATELY SIX-SEVEN OBLENERGOS, THUS THE ASSIGNMENT WILL BE UNDERTAKEN OVER THREE TIME PERIODS, FOR A TOTAL LENGTH OF TIME OF BETWEEN 22-26 MONTHS. THE ASSIGNMENT IS EXPECTED TO START IN OCTOBER 1999.

 

THE IB WILL BE RESPONSIBLE FOR DEVISING AN OVERALL PRIVATISATION STRATEGY WHICH WILL ENCOMPASS 1) TARGETED SHAREHOLDING STRUCTURES; 2) MANAGEMENT RULES; 3) DECIDING WHICH OBLENERGOS SHOULD BE PRIVATISED FIRST; 4) QUALIFICATION CRITERIA FOR BIDDERS; 5) DETAILED TENDER RULES; 6) BID EVALUATION CRITERIA; 7) BIDDER SELECTION PROCEDURES; 8) SUPPORTING DRAFT CONTRACTS AND AGREEMENTS; 9) DRAFTING INFORMATION MEMORANDA; 10) ROAD SHOWS TO MARKET THE COMPANIES; 11) SETTING UP DATA ROOMS; 12) DRAFTING OF FINAL TENDER PACKAGES; 13) CONDUCTING CLARIFICATION MEETINGS; 14) ASSISTING IN TENDER EVALUATION; AND 15) IDENTIFYING PREFERRED BIDDERS. THE SELECTED IB WILL HAVE AN ESTABLISHED TRACK RECORD IN PRIVATISATION IN THE FIELD OF ENERGY, AND, IF POSSIBLE, ELECTRICITY DISTRIBUTION, WITH A GOOD TRACK RECORD IN THE COUNTRIES IN TRANSITION. BASED ON THE WORK PROGRAMME AND THE VARIOUS AREAS OF EXPERTISE THAT THE IB WILL HAVE TO ADDRESS, VARIOUS COMPONENTS OF THE CONTRACT WILL HAVE TO BE SUB-CONTRACTED (THE IB TOGETHER WITH THE SUB-CONTRACTORS, “THE CONSULTANTS”.)

 

IT IS ANTICIPATED, BUT NOT YET CONFIRMED, THAT THE CONTRACT WILL BE FINANCED WITH FUNDS MADE AVAILABLE TO EBRD BY THE EUROPEAN UNION UNDER THE TACIS PROGRAMME AND WILL BE SUBJECT TO EU TACIS RULES.  IF THE TACIS FUNDING IS CONFIRMED, ONLY CONSULTING FIRMS BASED IN THE EUROPEAN UNION MEMBER STATES OR IN TACIS RECIPIENT COUNTRIES WOULD BE ELIGIBLE FOR SHORTLISTING AND SELECTION. ENGAGING CONSULTANTS TO PROVIDE MICRO AND SMALL CREDIT

ADVISERS TO THE BANK'S JAPAN-UZBEKISTAN SMALL BUSINESS

PROGRAMME.

 

THE MAIN OBJECTIVE OF THE ASSIGNMENT SHALL BE:

 

- TO SUPPORT AN INVESTMENT PROGRAMME WHICH IS TO BE

IMPLEMENTED TO SUPPORT MICRO AND SMALL ENTREPRENEURS

IN UZBEKISTAN.  IT IS EXPECTED THAT THE PILOT PROJECT

WILL OPERATE IN TASHKENT AND UP TO THREE OTHER

REGIONS;

- TO PROVIDE A TEAM OF CREDIT ADVISORS WHO WILL SET UP

MICRO AND SMALL LENDING DEPARTMENTS AT UP TO THREE

PARTNER BANKS, SCREEN AND APPROVE ALL OPERATIONS

FUNDED UNDER THE PROJECTS AS WELL AS TRAIN THE PARTNER

BANK'S STAFF IN MICRO AND SMALL CREDIT LENDING

TECHNIQUES AND MAINTENANCE OF ADEQUATE ELECTRONIC

DATABASES AND REPORTING SYSTEMS.

 

THE PILOT ASSIGNMENT IS EXPECTED TO START AT THE END OF 1999

AND LAST ABOUT ONE YEAR.  THE ASSIGNMENT MAY BE EXTENDED FOR

UP TO THREE YEARS IN DURATION SHOULD EBRD DECIDE TO PROCEED

WITH THE INVESTMENT PROGRAMME AFTER EVALUATING THE RESULTS

OF THE PILOT.

 

THE CONTRACT WILL BE FINANCED FROM THE JAPAN-EUROPE CO-

OPERATION FUND.  THERE ARE NO ELIGIBILITY RESTRICTIONS.

 

INTERESTED FIRMS ARE HEREBY INVITED TO SUBMIT EXPRESSIONS OF

INTEREST. A SHORT LIST OF QUALIFIED FIRMS WILL BE FORMALLY

INVITED TO SUBMIT PROPOSALS FOLLOWING THIS INVITATION.  IN
