The EBRD intends engaging consultants to assist in a telecommunications regulatory development programme in Ukraine.

 

The main objective of the assignment will be:

 

- Elaboration of an adequate legal and regulatory framework for

the telecommunications sector

- The elaboration of a telecommunications sector policy;

- The preparation of a modern telecommunications law;

- The elaboration of a licensing policy and the drafting of the

- Main licences of public fixed telecommunications networks,

- GSM networks, public voice  telephony, data networks etc;

- The establishment of an independent regulatory authority with the powers and the means to enforce the telecommunications regulatory framework;

- The elaboration of a sound interconnection and tariff policy;

- And the improvement of general awareness on telecommunications law and policy.

 

The team of consultants should comprise a mix of legal, technical and economic expertise in the telecommunications legal and regulatory field.

 

The assignment is expected to start in October 1999 and last about 18 months.

 

It is anticipated that the contract will be financed through the EBRD's donor-funded technical cooperation funds programme. Consultant selection will be subject to availability of funding from an appropriate donor.  There are no restrictions for short-listing and selection.

 

Interested firms are hereby invited to submit expressions of interest. A short list of qualified firms will be formally invited to submit proposals following this invitation.  In order to determine the capability and experience of consulting firms seeking to be shortlisted, the information submitted should include the following (maximum 5 pages, excluding C.V. material):

 

- Company profile, organisation and staffing.  In the case of associations or groups of firms, please include name, address and profile of the participating firm(s).  The lead firm must

be clearly identified. (company brochure material is not required);

 

- Details of experience of similar assignments undertaken in the previous five years, including their locations; focus on your role in similar assignments in the CIS/Central and Eastern Europe;

 

- C.V.s of staff who could be available to work on the assignment- summary C.V.s are preferred.
