TENDER: Telecommunications Privatization in Georgia
Georgia Structural Reform Support Credit Consulting Services
Expressions of Interest
The Government of Georgia has applied for a credit from the International Development Association, and intends to apply part of the proceeds of this credit to payments under the contract for a Financial and Legal Advisor to assist in Telecommunications Privatization.
The services include familiarization with the current state of development of the telecommunications sector in Georgia, as well as with the laws, regulations, policies and processes governing the sector. The Advosor will make an assessment of, and report to the Ministry of State Property Management on, both foreign and local investor interests in the telecommunications sector in Georgia. The assessment will be made in the context of likely levels of investment, which will be required in the sector during the five- year period 1999 to 2005. It will include a review of any legal, regulatory policy of other factors, which might limit the attractiveness of the sector to private investors. The Advisor will suggest what changes, if any, will be required in order to achieve the Government's objectives, as well as ways in which investor interest could be further enhanced prior to implementation of the transactions. The Advisor will prepare and submit to the Government detailed strategies to complete the transaction, and following approval of the strategy, the Advisor will proceed with implementation.
The Ministry of State Property Management now invites eligible consultants to indicate their interest in
providing the services. Interested consultants must provide information indicating they are qualified to
perform the services availability of appropriate skills among staff, etc.). Consultants may associate to
enhance their qualifications.
A consultant will be selected in accordance with the procedures set out in the World Bank's Guidelines:
Selection and Employment of Consultants by World Bank Borrowers, January 1997 (revised September
1997 and January 1999).

PER CENT OF THE SHARES OF THE 'KYRGYZ TOO-TASH' JOINT-
STOCK COMPANY WORTH 14,575,000 KYRGYZ SOMS OR USD
370,865. THIS JOINT-STOCK COMPANY IS THE LARGEST STONE
PROCESSING PLANT IN KYRGYZSTAN, PRODUCING WARES FROM
GRANITE, MARBLE, AND OTHER STONES; DECORATIVE TILE; AND
NON-METALLIC MATERIALS. END SUMMARY.
BACKGROUND INFORMATION
2. THE COMPANY'S PLANT HAS BEEN IN OPERATION FOR
THIRTY YEARS AND IS WELL EQUIPPED WITH THE NECESSARY
INFRASTRUCTURE (RAILROAD, COMMUNICATIONS, UTILITIES,
ETC.). TOTAL AREA OF THE TOO-TASH IS 181 HECTARES.
THE COMPANY USES ITS OWN STONE QUARRY TO MINE VARIOUS
SORTS OF GRANITE AND MARBLE USED IN CONSTRUCTION. THE
PLANT EQUIPMENT IS MAINLY OF ITALIAN AND SOVIET
MANUFACTURE. AS OF 1996, THE PLANT HAD THE FOLLOWING
WORKSHOPS: A LINE FOR PROCESSING GRANITE AND MARBLE (44
MACHINES); LINE FOR PRODUCTION OF TILE (2 MACHINES); A
WORKSHOP FOR NON-ORE MATERIALS (15 MACHINES) AND A
WORKSHOP FOR DIAMOND SYNTHESIS (7 MACHINES).
CURRENTLY, SOME GENERAL REPAIRS AND PLANT RENOVATIONS
ARE REQUIRED.
3. THE MAJORITY OF TOO-TASH'S RAW MATERIALS, INCLUDING
RINK AND GRAY GRANITE, AND WHITE MARBLE, ARE IMPORTED
FROM OTHER CIS COUNTRIES. NEIGHBORING KAZAKSTAN IS A
MAJOR SUPPLIER OF MARBLE. ADDITIONAL, GRANITE AND
MARBLE ARE SUPPLIED BY DOMESTIC QUARRIES IN TALAS, AND,
TO A LESSER EXTENT, BY THE PLANT'S OWN QUARRY. THE
QUALITY OF THE RAW MATERIAL IS BELOW INTERNATIONAL
STANDARDS DUE TO OUTDATED BLAST MINING METHODS.
HOWEVER, IT IS QUITE ADEQUATE FOR MANY DOMESTIC
CONSTRUCTION PURPOSES AND OTHER CIS MARKETS.
