Moscow City Government has applied for a loan from the International Bank for Reconstruction and
Development towards the cost of a Moscow Urban Transport Project.
The Moscow City Government and the Department of Investment Policy and Financing from the Municipal
Budget have issued an invitation for prequalification for contractors for construction of five pedestrian
underpasses in downtown Moscow. The bidding will be governed by the World Bank's eligibility rules and
procedures.
Construction of the pedestrian underpasses (Aperekhody@) is essential component of the Moscow Urban
Transport Project which includes construction of five such underpasses on the Garden Ring Highway of
Moscow City, exclusive of utilities relocation works:
* No. 1, underpass in Sadovaya-Spasskaya Street between Bolshaya Spasskaya Street and
Skornyazhny Lane;
* No. 2, underpass in Sadovaya-Chernogryazskaya street near the intersection with Bolshoy
Kharitonievsky Lane;
* No. 3, underpass in Sadovaya-Chernogryazskaya Street near Krasnye Vorota Metro station;
* No. 4 and No. 5 underpasses on the Garden Ring or near it; locations to be determined.
The facilities are situated in the center of Moscow on main streets with heavy traffic. Other specific conditions are winter weather, density of the utility systems on the site, shallow depth below road surfaces. The detailed engineering will be based on open cut construction using precast and/or in-situ concrete. However, alternative designs and methods may be considered upon submission. Utilities relocation works will be carried out under a separate contract by a locally certified contractor. The contract documents will include provisions for coordination between construction and utilities relocation contractors.
Competitive bidding may be carried out for each facility separately or for several facilities simultaneously;
bidders will be qualified accordingly. Bidding invitations are scheduled to be issued by mid-1999.
One full set of prequalification bidding documents may be received by interested eligible bidders upon
submission of a written request to the Fund AMoscow Project Implementation Unit@, clearly stating the

1. UZBEKISTAN'S STATE OWNED RAILWAY COMPANY "UZBEKISTAN
TEMIR YULLARI" ANNOUNCED A TENDER FOR 14,300 TONS OF RAILS
IN OCTOBER 1998. DUE TO THE WEAK RESPONSE TO THIS TENDER
ANNOUNCEMENT, THE STATE RAILWAY HAS BEEN REQUIRED BY ASIAN
DEVELOPMENT BANK (ADB) REGULATIONS TO REPEAT THE TENDER TO
SUPPLY 14,300 TONS OF R65 TYPE RAILS. THIS PROCUREMENT
WILL BE FINANCED WITH A LOAN OF US$ 70 MILLION FROM THE
ASIAN DEVELOPMENT BANK (ADB) FOR REHABILITATION OF THE
RAILWAY (PROJECT NUMBER UZB30457). U.S. SUPPLIERS OF
RAILWAY GOODS AND SERVICES WISHING TO PARTICIPATE IN THIS
AND UPCOMING TENDERS ARE ENCOURAGED TO NOTIFY THE

COMPANIES FROM ANY COUNTRIES TO BID FOR SUPPLY OF RAILS.
TENDER IS OPEN FOR SUPPLIERS FROM ANY COUNTRY WITHOUT ANY
PRE-QUALIFICATION, WHICH WILL BE DETERMINED DURING THE
EVALUATION OF BIDS. FOR THIS PURPOSE, INDIVIDUAL COMPANIES
OR CONSORTIUMS ARE TO MEET FOLLOWING CRITERIA FOR
QUALIFICATION:
- ANNUAL VOLUME OF SUPPLIES HAS TO BE EQUIVALENT OF US$ 10
MILLION;
- EXPERIENCE OF SUCCESSFUL IMPLEMENTATION OF SIMILAR
SUPPLIES FOR LAST 5 YEARS;
- QUALITY OF RAILS SHOULD MEET ALL STANDARDS ACCEPTED IN
THE REPUBLIC OF UZBEKISTAN.
