2. The continuing deterioration of the health care facilities in Russia puts considerable pressure on municipal authorities to upgrade the public health care system. For several years the World Bank has been supporting health care reform projects in Russia, including the Medical Equipment project to initiate structural reform of the health care system in 34 Russian regions and the Community Social Infrastructure Project for Novosibirsk and Rostov oblasts to support construction-related investments in three sectors - health, education, and water supply. During the current financial crisis, Russia's purchasing power has declined sharply, but it remains a large market with tremendous potential. As Russian regions become more self-sufficient and self-supporting, projects with regional and municipal authorities and private companies grow in importance.
3. The Russian Health Care Foundation is currently implementing Health Care Reform Pilot Project which will serve as a template for more comprehensive health sector reform in Kaluga oblast. It would support improvements in health financing, including more rational use of available resources through appropriate incentives to providers. The project will develop and support the National Family Medicine Program. It will be geared at rationalizing in-patient and out-patient care facilities, improving the maternal and child health and family planning, and introducing a new system of quality incentive and insurance. The World Bank will provide the Russian Health Care Foundation with a loan (WB Loan # 4182-RU) toward the cost of the project which will include various medical equipment.

SUBJECT: ALERT REPORT: UKRAINE: KYIV DISTRICT HEATING IMPROVEMENT PROJECT, UPCOMING TENDERS - OPPORTUNITIES FOR U.S. POWER COMPANIES.
1. SUMMARY: Post reports on a recently-held presentation of the Kyiv District Heating Improvement Project (worth USD 250 million) and its upcoming tenders. Of the total cost, USD 200 million will be financed by the World Bank and USD 50 million will be subsidized by Kyivenergo heat and power distribution company. As of December 14, the World Bank Loan Agreement is waiting for ratification by the Ukrainian Parliament. Presumably, tenders will be held in January/February 1999 by Kyivenergo after ratification of the Loan Agreement. Tender announcement information will be published locally in "Uriadovy Kurier" and "Holos Ukrainy" newspapers, and internationally in the UN/World Bank bulletin "Development Business."
2. Kyivenergo made presentations of their facilities
December 8-9, 1998. On December 8, work sessions were conducted on the project of
rehabilitation,
expanding Kyiv's central heating system, and the investment attractiveness of Kyivenergo
company. On
December 9, presentation participants made field trips to the following facilities: Kyivenergo
heat
distribution networks; combined heat and power plants (CHPP) #5, #6; heat-only boiler plants
CT-1, CT-2, "Pozniaky"; and the "Center" electric substation.
3. The Kyiv District Heating System is the third largest district heating system of former Soviet Union, after Moscow and St. Petersburg. In Kyiv, the district heating system provides most of the heat and hot water for urban dwellers and steam for industrial users. Since 1991, the maintenance of Kyiv's district heating system has been under funded and has resulted in serious corrosion of its assets, especially pipelines, due to deteriorating water quality. To compound the problem, heat and water losses in transmission and distribution systems are high, estimated at 20 percent. However, these losses could be reduced to 6-8 percent by sealing leaks. The lack of automation and heat metering at consumer connections in substations and at boiler plants results in additional waste of heat energy. Use of a variable flow regime through automated substations with metered consumption controlled by consumers could reduce heat energy consumption by up to 25%.
4. The project is designed to increase the efficiency of district heating in Kyiv and would be the first district heating investment project in Ukraine. The objectives of the project are:
- to increase heat production capacity and improve
the reliability and service of the Kyiv system;
- to extend the life of the system, increase its
efficiency, and enhance conservation of the Kyiv
district heating system through the rehabilitation
and introduction of modern technologies and
materials;
- to promote sound cost recovery policies and practices
and the commercialization and institutional
strengthening of district heating companies.
5. The project consists of the following components:
- heat production capacity improvement component,
including boiler rehabilitation (six hot water
boilers (HWB) of 100 Gcal/h capacity), total
replacement of seven old boilers (five HWB of 100
Gcal/h, two HWB of 180 Gcal/h), and the construction
of new boilers (six HWB of 180 Gcal/h, auxiliary
equipment for two new 100 Gcal/h hot water boilers);
- district heating rehabilitation component, including
the improvement of the main district heating networks
(replacement of 78 km of old pipelines with new
insulated pipelines, replacement of approximately
1400 shut-off valves with diameters of 80-700 mm),
water treatment improvement, and completion of the
construction of a 110/10 kV electric substation
"Center", including a 3.15 km 110 kV cable line.

- auxiliary equipment:
