1. CHARTER AVIATION IN UKRAINE IS A SMALL BUT GROWING
INDUSTRY. LIMITED COMMERCIAL FLIGHTS TO SOME CITIES
HAVE ENCOURAGED DEVELOPMENT OF THE CHARTER AIRLINE
BUSINESS. THIS REPORT DESCRIBES UKRAINIAN CHARTER
BUSINESS, TRIPS AND TOURS AVAILABLE, TYPES OF JETS
USED FOR SUCH PURPOSES, AND CONTACT INFORMATION OF THE
INDIVIDUAL FIRMS INVOLVED IN THE CHARTER AVIATION
BUSINESS. END SUMMARY.

CHARTER AIRLINES IN UKRAINE

2. CHARTER AIR SERVICE IN UKRAINE IS A SMALL BUT
GROWING INDUSTRIAL SECTOR. UKRAINIAN DOMESTIC FLIGHTS
HAVE BECOME LIMITED IN THE LAST FEW YEARS BECAUSE OF
HIGH MAINTENANCE COSTS, OLD PLANES, AND FEW FLIGHTS
PER WEEK AVAILABLE TO SOME CITIES. THESE LIMITATIONS
HAVE INSPIRED THE DEVELOPMENT OF CHARTER
SERVICE/AIRLINES.
THERE ARE ONLY A FEW CHARTER COMPANIES WHO CAN PROVIDE
WESTERN STYLE CHARTER SERVICE. ONE IS TAG AVIATION
(REPRESENTATIVE OF GENEVA TAG-AVIATION), THE MARKET
LEADER IN CHARTER AIRLINES; FOLLOWED CLOSELY BY THE
KIEV FIRMS AERO CHARTER AND ALAN COMPANY, AND A
DONETSK-BASED UKRAINIAN-LIBERIAN FIRM CALLED CABI.
THESE COMPANIES SERVICE BUSINESSMEN THE WAY THEY ARE
ACCUSTOMED TO BEING SERVED; CATERED FOOD, SCHEDULES
THAT MEET THEIR NEEDS, AND A PILOT READY AND WILLING
TO TAKE THEM FROM ONE SPONTANEOUS DESTINATION TO
ANOTHER.
TAG AVIATION GETS MANY REQUESTS PER DAY FOR BUSINESS
AND PLEASURE TRIPS, WHILE ALAN COMPANY GETS ONE OR TWO
PER DAY. THERE ARE SMALLER COMPANIES THAT OFFER THIS
SERVICE, AND SOME FREIGHT HANDLING COMPANIES, WHICH
SERVICE DOMESTIC FLIGHTS, BUT THEIR SERVICES AND
PLANES DO NOT MEET WESTERN STANDARDS.
ACCORDING TO REPRESENTATIVES OF THE ALAN COMPANY, THE
UKRAINIAN CHARTER AIRLINE BUSINESS IS ESTIMATED TO BE
A US$ 4 MILLION TO US$ 5 MILLION INDUSTRY (IN
COMPARISON, THE U.S. BOASTS $3 BILLION INDUSTRY).

THE JETS BUSINESSMEN CHARTER IN UKRAINE

3. THERE ARE PRESENTLY 239 AIRCRAFT IN UKRAINE THAT
ARE CLASSIFIED AS CHARTERS. IN THE FORMER SOVIET
UNION, AEROFLOT WAS THE MONOPOLY, AND VIPS FLEW ON
REMODELED VERSIONS OF TUPOLEV OR ILLYUSHIN JETS. AFTER
THE COLLAPSE OF THE SOVIET UNION, SOME SOVIET-BUILT
AIRCRAFT SUCH AS YAK-40 AND TU-134 WERE CHARTERED.
HOWEVER, UKRAINIAN BUSINESS TRAVELERS TODAY EXPECT ALL
THE ADVANTAGES OF BUSINESS CLASS: ATTENTIVE SERVICE,
HIGHER SPEEDS, BETTER BAGGAGE HANDLING, AND COMFORT.
UKRAINE INHERITED NUMEROUS AIRCRAFT, MOSTLY YAK-40S,
WHICH CAN CARRY UP TO 30 PASSENGERS; BUT 30 OF
UKRAINE'S YAK-40S ARE OBSOLETE AND ONLY HAVE 10
PERCENT TO 25 PERCENT OF THEIR WORKING LIFE LEFT. THE
ALAN COMPANY USES CZECH-MADE L-410S, WHICH CARRY UP TO
19 PASSENGERS AND HAVE A CRUISING SPEED OF 375 KM/H.
REFURBISHING A YAK-40 WITH BETTER ACCOMMODATIONS TO
SUIT WESTERN TRAVELER'S NEED (TELEPHONES, LARGER
SEATS, ETC.) COSTS FROM $40,000 TO $ 100,000. SO MOST
AIRLINES OF CIS COUNTRIES HAVE BEEN LEASING AMERICAN
OR WESTERN EUROPE MANUFACTURED AIRCRAFT, INSTEAD OF
USING OLDER SOVIET-BUILT PLANES.
THE LEADERS OF THE UKRAINIAN AIR CHARTER FIRMS OFFER
WESTERN JETS FALCON 20 AND FALCON 50 (FRENCH
DASO MANUFACTURER), WHICH CARRY NINE PASSENGERS.
RECENTLY CERTIFIED TB CLASSES AND TBM-700 (FRENCH
MANUFACTURE SOCATA AEROSPATIALE MARTA) ABLE TO
ACCOMMODATE FROM 2 TO 7 PASSENGERS, ARE ALSO IN USE.

HURDLES IN CHARTER AVIATION DEVELOPMENT

4. THERE ARE NO LAWS ADDRESSING BUSINESS AVIATION IN
UKRAINE, AND IT IS NOT ADDRESSED IN UKRAINE'S AIR
CODE. THE ONLY LAW ASSOCIATED WITH THE BUSINESS IS A
RESOLUTION DISCUSSING THE DEVELOPMENT OF AIR TAXIS.
THUS, CHARTER FLIGHTS HAVE TO WADE THROUGH TIME-
CONSUMING FORMALITIES TO RECEIVE FLIGHT PERMISSION.
PRESENTLY, FLIGHT PERMISSIONS IN UKRAINE FOR CHARTER
FLIGHT REQUIRE 24 HOURS ADVANCED NOTICE, WHILE 3 TO 5
DAYS ADVANCED NOTICE ARE REQUIRED TO TAKE A PRIVATE
PLANE ABROAD. HOWEVER, CHARTER AIRLINES THAT ARE JOINT
VENTURES AUTOMATICALLY FIND IT EASIER TO GET
PERMISSION TO FLY OVERSEAS.
ANOTHER OBSTACLE IN OPERATING A CHARTER BUSINESS IS
THAT SOME OF THE UKRAINIAN AIRPORTS ARE NOT USED TO
REQUESTED SERVICES AND LACK VIP FACILITIES AND
SERVICES AT THE AIRPORT, SUCH AS GREEN CORRIDOR
SERVICE, BETTER FACILITIES, ETC.
THERE EXISTS A NEED FOR SMALL WESTERN STYLE JETS,
WHICH CONSUME LESS FUEL AND ARE COST-EFFICIENT.
HOWEVER, CERTIFICATION COSTS FOR THESE FOREIGN PLANES
ARE HIGH - ESTIMATED $150,000 TO $200,000.
RESEARCH CONDUCTED BY THE ISRAELI AIRCRAFT INDUSTRY
ESTIMATED THAT BY THE YEAR 2005, UKRAINE WILL NEED
APPROXIMATELY 120 MORE CHARTER PLANES TO SERVE THE
GROWING MARKET FOR UKRAINIAN BUSINESSMEN.
