U.S.-Japan Relations
A February 4 Department statement announced that the year 2000 Distinguished International Visitor Alumnus award will be given on February 28 to Mr. Toshiki Kaifu, former Prime Minister of Japan.
China Trade Status
In his February 2 address, National Security Adviser Berger said: "[B]efore America can realize the full market-opening benefits of Chinese entry into the [World Trade Organization], Congress must
answer a simple question: will it grant China permanent Normal Trade Relations status, which is the same
arrangement we have given to 132 of the other 134 countries in the WTO. Doing so is necessary to guarantee the
full market-opening benefits of the agreement we negotiated with China."
U.S.-DPRK Relations
A January 31 Department statement reads in part: "Delegations from the U.S. and the Democratic People's Republic of Korea (DPRK) ... met in
Berlin from January 22-28. The two sides exchanged views on issues of common concern in a
constructive, businesslike environment.
Vice Foreign Minister Kim formally conveyed the acceptance by his government of a U.S. invitation
for a high-level DPRK delegation to visit Washington .... The two sides agreed to meet again toward
the end of next month to finalize preparations for the high-level DPRK visit, which will occur about
one month later."
