How to Import/Export Pets and Live Wildlife/Plants

The Fish and Wildlife Service's Office of Management Authority (OMA) issues permits and answers questions concerning importation/exportation of plants and animals listed under the Convention on International Trade in Endangered Species of Wild Flora and Fauna, Endangered Species Act, and Wild Bird Conservation Act. The
Permits Station has numerous permit forms online.

For live animals, in addition to an import/export permit, you may also need to obtain a health certificate or meet some quarantine requirements. For information, please contact the National Center for Import and Export in the U. S. Department of Agriculture at (301) 734-8172. To import/export live plants and plant products you also need to contact the USDA's Animal and Plant Health Inspection Service (APHIS) at a348ospp@attmail.com or (301) 734-8645.

CITES
The Convention on International Trade in Endangered Species (CITES) protects many species of animals and plants to ensure that commercial demand does not threaten their survival in the wild. It regulates trade in listed species and hybrids, including parts and products, through a system of permits as described in the Office of Management Authority's fact sheet CITES Permits and Certificates. Endangered Species Act (ESA)
Permits are required for listed species and may be issued as described in the Office of Management Authority's fact sheet What You Need to Know...About the U.S. Endangered Species Act. [Note: Adobe Acrobat Reader software required to view file]

Wild Bird Conservation Act (WBCA)
The Wild Bird Conservation Act focuses on bird species listed on the Appendices to the Convention on International Trade in Endangered Species (CITES).
