NRC PROHIBITS FORMER NUCLEAR WORKER FROM PARTICIPATING IN NRC-LICENSED ACTIVITIES

The Nuclear Regulatory Commission staff has issued an order prohibiting a former nuclear power plant worker from any involvement in NRC-licensed activities for one year as a result of his violation of various NRC regulations.

In the order, the NRC said that Garner W. Reed, while applying for unescorted access to various nuclear power plants, had deliberately failed to divulge that he had been charged multiple times with operating a motor vehicle while under the influence of alcohol.

NRC regulations requires NRC licensees such as nuclear power plants to investigate employees who are granted unescorted access to a plant in order to ensure that the employees are trustworthy and reliable, and do not pose an unreasonable risk to public health and safety.

NRC investigators determined that Reed had failed to disclose to plant officials at the Salem Nuclear Power Plant near Wilmington, Delaware, the Point Beach Nuclear Power Plant in Two Rivers, Wisconsin, and the D.C. Cook Nuclear Power Plant near Bridgman, Michigan, that he had been arrested multiple times for operating a motor vehicle while he was under the influence of alcohol. Reed worked as a contract engineer at the nuclear plant sites.

Investigators also determined that Reed provided incomplete and inaccurate information to NRC investigators regarding an arrest for possession of marijuana and a stolen motorcycle.

In addition to the one-year prohibition from becoming involved in any NRC-licensed activity, Reed also must notify the NRC should he become involved in any activity involving NRC-licensed activities during a one-year period following his initial prohibition.
