R-III 99-45 October 22, 1999 NRC Issues Order Barring Kewaunee Security Training Manager The Nuclear Regulatory Commission has issued an order barring a contract security training manager at the Kewaunee nuclear power plant from taking part in NRC-licensed activities for three years. In addition, the manager will be required to notify the agency of any participation in NRC-licensed work for three years after the prohibition period ends. The action stems from an investigation by the NRC Office of Investigations (OI) at the Kewaunee facility, which is located in Kewaunee, Wis., and operated by Wisconsin Public Service Corp. On October 14, 1998, Wisconsin Power reported to the NRC that it had received information indicating the NRC-required annual test-firing of shotguns used by the plant security force had not been performed. (The NRC requires the annual test-firing of all on-site firearms, as well as the documentation of those results.) NRC investigators, during a review conducted from December 21, 1998, to June 21, subsequently determined that 11 shotguns were not tested in 1997 and nine in 1998. Further, NRC's OI found that the security training manager, who is employed by the Wackenhut Corp., deliberately falsified the records for those tests and provided false information to the plant's security director during Wisconsin Power's own investigation of the matter. The NRC noted that Wisconsin Power has taken several steps to prevent a recurrence, including reviewing other work performed by the individual, taking disciplinary action against the individual and revising procedures to require additional oversight and verification of the annual testing of all firearms. However, because the company, as the plant's licensed operator, is responsible for the actions of all workers at the site, the NRC is issuing a Notice of Violation to Wisconsin Power. The manager has 20 days to request a hearing on the order. # # # # # | |||||||
